Pershing deprecated a shortage of facilities and personnel in the Army Air Service. "No man can estimate with pres ent certainity the value which can be ascribed in a few years to the posses sion of an adequate resourcefulness in the air. It is certain, however that the influence of air power will become increasing grept and that the nation cannot afford to neglect this arm." Finally, Pershing warned that shortage of funds from Congress had hampered work for improvement in big guns and had almost stopped the motorization of artillery and had checked America's development of the tank, of which "some of the great powers are launching consider able fleets."
