The Optic- would say -a word this article is captioned as it is for the I reason the Institution is owned and I supported by the territory, though it J Is making rapid and unusual strides i t i t J t i i J i toward sustaining itself. Col. J. O. Meadorg, superintendent of the (military Institute, was in Las Vegas yesterday in the interests of the 'flohool over which he presides with such signal success, and from him was gleaned information of moment and Importance to the people of New Mex lco. And first The Optic would epeak of Col. Meadors. He is an edu cator of tremendous energy, an inde fatigable worker Who is always in the harness, so topeak. Coming to New Mexico, in March, 1898, under an ar rangement with ihe board of regents, ho at once took active control of the military Institute, which," though the youngest of all the territorial institu tions, and the appropriation about one- third as large as the others, he has al ready succeeded in building up to its present proportions and high standard of excellence. CoJ. Meadors appreci ates the fact that the time is near at hand when the legislative assembly will either have to discriminate among the Institutions, or cut off the appro priations altogether. In view of this he Is working-as hard as man can work to make the military institute self- sustaining and to his credit be it said lie has come nearer attaining the goal of that ambition than has any other Territorial institution. ..The first day ct the present session the building was completed and filled, insuring $11,000 In tuition fees the first week. It is now found necessary to enlarge the living accommodations yet this sum mer. Indeed, it is a matter of record that there are more students at the Institute from. outside the county of location proportionately than at all other Territorial institutions corn lined, it being the only school of its character within our borders. The school (has no politics, no sec tionalism, no sectarianism; excellent discipline and moral training; no case of hazing was ever known. All in structors, of whom there are six, grad uates of the best colleges, are' required to live in barracks, together with the cadets, the superintendent's family and the employes. , Particular attention is given to the health and development of students. Ample facilities for ath letic exercises are at band, there is a daily drill and students are required to remain, within, the, enclosed limits day and night Leaves of absence are granted by the superintendent, though It is not often requested, all forms of ports and amusements being provided on the premises. The N. M. M. i. base ball team of 1900 is the best amateur team In the southwest, the track team also taking first rank. Boxing and physical culture of all kinds are , taught by regularly employed instrtict- rS- : t iV -3 ' : . The buildings and improvements at the Roswell institute cost about $35, 000. The buildings' are furnished 'throughout and thoroughly equipped; four stories; gas lighted and steam heated, hot and cold water on every floor;modern baths, lavatories and closets, complete system of water works, sewage and fire apparatus. ! v The course of study embraces eight years and and includes English, Span ish, Latin, German, French, mathemat ics and natural sciences. . The necessary expenses are tuition, board, lodging, laundry and medical a.ttendance,September to June, $200; blouse, trousers ' and.- cap, $7,. t: $19 ; books and . stationery $6 to $10. The board of commissioners of each county in New Mexico appoint one cadet annually to the New Mexico mil- Itary Institute, the appointee receiving board and" tuition free, . However, he Is required ,to deposit $30 on entrance for laundry, medical attendance, break age and incidentals. Former Resident ot the Territory Speak of the Character, of .Our People. "' To the Editor of theWashington"Post" Credited to "Mr. R. S. Benson, of Florence, N. M.," there appeared "In Hotel Lobbies," in Wednesday's "Post.' an interview in which the majority of the citizens of that Territory are char acterized as "greasers," , and ''cut throats, horse-thieves and murderers." the text for which was the plank in the republican national platform fa voring the admission of New Mexico Into the union. I trust you will tfive space to a protest against the publica tion of such baseless and libelous ex pressions, and a statement of a few facts showing the character of the cit izenshlp of New Mexico and the basTa for" the Territory's demand for state hood, and the appreciation of the dele gates to the republican national con vention of the justice of that demand A presentation of the mass of sta tistics, both federal and territorial would show that the percentage of taxes expended for schools, the churcii connected population, the number of criminals, the banking capital and de posits, the tax rate and debts, and the increase and importance of the development of every 1 material inter est of the Territory, compare, favor ably wjth those of the most progres sive statesi of the west, ;Yet.: New Mexico Is a section which but fifty years ago expansion brought to us with a population foreign (n both sentiment and language. I would direct attea tion to the character'of the men who have represented the Territory in con gress, among whom are: Stephen B. Eikins, of Ohio, ex-secretary of war and now senator from West Virginia; Mariano S. Otero, a native of New Mexico,now president of the Commer cial national bank of Albuquerque; Trinidad Romero, a native, afterward appointed marshal by President Har rison; Tranquilino Luna, a native 'and always a leading business man' of the Territory, whose son recently lost his irfe as a captain In the volunteer army 'in the Philippines, after having served with distinction In Cuba; F. A. Manza nares, now at the head of one of the principal mercantile establishments In the southwest; J. Francisco Chavez, who served with distinction as colonel of a New Mexico regiment during the civil war, and is one of the leading members of the bar of the Territory; Antonio Joseph, several times a pre siding officer' la the legislature and a successful merchant; Thomas B. Cat ron, of Missouri, a former law and bus iness partner of Senator Elklns, and one of the leading members of the western bar; H. B. Fergusson, of Ala bama, one of the best criminal lawyers tn the southwest and a successful busi ness man, and 'the present delegate, Pedro Perea, ex-Territorial treasurer, several times member of the legisla ture, and president of the First nation al bank of Santa Fe, the oldest and one of the strongest financial institu tions of the Territory. ' The present , governor, Miguel A. Otero, is a native New Mexican, ap pointed by President McKinley. To say that "hundreds of murderers. horse thieves, gamblers and all around bad men' that have "been driven out of the states have congregated In New Mexico and the other territories, and are almost as. unanimous in being democrats aa the greasers are in affili ating; with the republican party," is false, and I defy "Mr. Benson" to brln, proof. ..For years I lived in New Mexico five of that time among the natives of the Manzano mountains. ' Remote from railroads, telegraph and .new towns made by Americans,' ! Hved among the Manzaneros, who are re garded throughout the Territory as holding more nearly to the traditions and customs of their forefathers than any other community. In all the years my home was among them in moun tain cabin or village adobe we never found it necessary to have lock or bar to doors Or Windows, and we had hot a right that was not respected by these warai-hearted, loyal people. ' No American prizes his right of suffrage more than the Mexican; few are so zealouB dn its rights and privi leges. The trouble about New Mexico is that it is an unknown land to the majority of people, and one person like "Mr. Benson" does irreparable in jury. . There are representatives in congress who do not know that New Mexico is a part of the United States and one, very recently, wondered why the Hon. Pedro Perea sat among his peers when he was from Mexico. - A clerk in the city postofflee within the year mfused to make out a United States money order, Insisting that it would require "an international one,' being "a foreign" country. If "Mr Benson" will take his little piece In the "Post" and travel slowly along the line of the Santa Fe road stopping here and -there to read it aloud to the Inhabitants, he will learn a whole lot about both frontier justice and frontier mercy. Much as he may dislike to do so, from a political view point, the Chinese situation is of such a grave, character that the president may be compelled to call congress together, before the time of regular meeting in December. The amount of money authorized by congress to be expended for the trans portation of troops is practically ex hausted and if this country is to take any part in the policy of vengeance, which Is to' be meted to the yellow people of Asia, H Is absolutely essent ial that congress should be convened and authorize the necessary expendi ture. In the organization of the library 'association, or Young Men's Christian association, or whatever name or form the organization may take, which has in view the establishment of a better public library and rooms where young men may congregate under wholesome influences, the doors should be wide open for all creed3, sects and denomi nations, Christian, Jew and Gentile. The broader the basis within moral lines, the greater the prospect of suc pess. It would, indeed, be an inspira tion to see the Protestant and Catholic clergy and the Jewish rabbi fraterniz ing in a common effort to furnish good reading and club rooms for the young men who congregate in . The fire men are protesting at the unusual work required to feed the tnonster and grievance committees are being formed to carry these protests to the managers of the railways. At the Raton railroad shops Robert Cunningham sustained an injury to his eye, and took the first train for Tope ka fori medical attention. On- several occasions some of the round house workmen at Topeka have had to go as firemen. Two more va cancies have occurred on regular ruir, and a bulletin has been posted in the round house advertising for applica tions for the places One of the va cancies in the regular pool was caused by the assignment of Engineer Irving Wellman to a regular run.
