Reason, tor This Preference. Prsm tht Washington Pott. Women, It Is claimed by members of that tex are often discriminated against in the matter of appointments under the civil service. The cry is raised that in all those positions for which men and women com pete on equal terms the men are given the preference: that only the smallest possible per cent of eligible women ever obtain the coveted places. The person who passes the government buildings at a time when the throngs of clerks are pouring out is Impressed with the great number of women in tlie ranks. Tet the Idea of women's places in govern ment employ that is thus obtained is vejry likely to be an erroneous noe. A civil serv ice official says that the number of women directly appointed to positions in Washing ton Is exceedingly limited when compared with" the number of men who so often ob tain places. This is without doubt due to the preference which the chiefs of bureaus are supposed to entertain for man clerks. Ar.d do the women ask the cause of this preference? They are many, according to the chiefs. 'Of course." said one of the chiefs, who will be protected behind an anonymity, since others who express practically the eame sentiment would let him stand ex posed alone to the fury that must come: 'it is self-evident that a capable, industri ous woman is superior to an incapable, lazy man. No one attempts to dispute that. And if all the women who wanted appoint ments were capable, industrious women, while all the men were devoid of these qualities, as some of the frantic ladies who are clamoring for places trv to represent, then would It indeed be a discrimination. Choosing- a Cleric. "The aim of the chiefs is to do govern ment business as economically and expedi tiously as possible. The organization of their bureaus is made to this end. We do not organize our bureaus with a view to' making opportunities for worthy people to draw salaries, without regard to wheth er the government business demands their services or not. There are. without doubt, a great many people in government employ who should not be drawing salaries. When we choose a force of clerks we choose them for their supposed ability to do good work. "The bureau chiefs decision is in fluenced by the experience of a decade. He Pa!iBr.b-ab1!' had both men and women in his office for years, or he has been with men and women in the office, and has had the opportunity of seeing just what both do. In that time he has seen whole offices disorganized through the antics of some woman whose jealousies or temper made ner an angel of confusion and storm. He has seen the bureau chief sweat and work, endeavoring to find a task too easy and to hopeless pi. On the other hand, there is a great deal of work that woman clerks can do well. He has compared these things with the weaknesses and failures of the male clerks and he chooses the man. No consideration of sentiment for men leads him to the choice. It is purely because he wants his bureau to run with smooth ness and efficiency." Conversation with a number of chiefs of other bureaus In the war and agricultural departments elicited varying expressions upon the subject, the variation being of degree rather than of sentiment. Some or the chiefs smiled softly and murmured that they did not know that they had any par ticular choice, but they generally found, the men;pretty-satlsfactory. -' - Civil Service Flcures. Figures furnished by the, civil service commission show It to be true that a mailer percentage of the women who pass the examination receive appointments than of the men. This per cent varies, of course, from, year to year. The figures cover fifty-seven kinds of examinations in which both men and women have com peted. Taking a consolidated statement of the departmental and printing office sen-ices, since so many of the appointees for these sen-Ices are located in the Dis trict of Columbia, it apears that of the 80,527 persons who passed the examina tions. 11,466, or a. little over one-third, were women. From the total list of eligible!,. 6.023 persons were appointed, of whom 1.12)3. or a trifle over one-fourth, were women. Thus it Is that while women con stituted over one-third of those who passed the examinations, they received but one fourth of the appointments. However, 509 of tho womun should not be Included, as they were appointed to the positions of skilled laborers in the government printing office, or of printer's assistant in the bureau of engraving and printing, which positions are practlcally conflned to women. After deducting these appointments, we find that 7S1 women have been appointed out of a total ;of 4,414 ap pointments. In other words, women were appointed to only 17.7 per cent of all the positions in tlie departmental and govern ment printing branches of the sen-ice, which were open to both men and women. This taken in conjunction with the fact that they constituted about 34 per cent of the eliglbles, shows conclusively that, they do not stand in the same favor with the bureau chiefs that the men do. Many of these men undoubtedly made higher rec ords than the women, which may be one reason there were more men appointed. In the last ten years 40.928 persons pass ed tho examinations for postofflce clerks, which is the only branch of the poxtnl een-lce for which both sexes may com pete. Of this number, 8.640 were women. As a. result of the examination, 13,057 per sons were appointed to this position, of whom 852, or only C.52 per cent were women. During the past five years 7.533 persons passed the custom house sen-Ice examina tion, in which both men and women may compete. The women numbered 233, or over 3 per cent, while of the 6S9 appoint ments made, they got but 13, or less than 2 per cent. The last four years of the Internal reve nue sen-Ice likewise shows that while be tween 4 and B per cent of the eliglbles were women, only 2.9 per cent of them re ceived appointments. Men Stand Better Chances. One phenomenon In connection with the appointment of women is obsen-ed in this: That while the year 1S9S marked the high est percentage of appointments given to women in all branches in the last ten years, so did the succeeding fiscal year 1SS. show the lowest percentage 0.004. When asked concerning the cause of this. Chief Examiner A. K. Sen-en. of the civil 6ervlce commission, said: "The most rea sonable explanation lies In the fact that 1898 was quite a prosperous year, and we found it exceedingly difficult to Induce men to take positions with salaries that hud heretofore proved most attractive. Con sequently, there was a great proportion of women appointees. But bv the end of that year the bureau chief seemed t9 think that they had about enough women to last for a while, and we were urged to try and get men for the succeeding appointments. "It Is an open secret that men stnnil a much better chance of passing high than women. Tho figures show that. You will observe that while In the last ten years less than 10 per cent of the women who passed the examinations were appointed. 13.6 per cent of the male eliglbles secured appointments. Next to 1899, the year 1S90 was the moat unfavorable to women, but In 1893, when they trot 12 per cent, they got almost as large a percentage of the ap pointments from their list of eliglbles as they did in 1SS. In the lnten-ening years they show varying gain and loss, irom which little can be gleaned, other than that the percentages being so greatly In favor of the men. It Is evident that sex is a seri ous consideration when It comes to a choice. Although In 189S they received 13 per cent of the appointments from their fist, yet they received no more practlcally than they did In 1899. with their COM per cent., since there were about twice the number of appointments made in the lat ter year that there were In the preceding. The hctne of their first actual lovemaklng is one of the most amusing in the play. The mun whom Koxane believes to have been pour ing out to her a torrent of amatory elo quence inspired by the intensest love and ardor can nnd notning to say except to ie Iterate again and again like a parrot the words "1 love you. It Is a pity that M. Rostand has not al lowed us to read a number of these letters of Cyrano which produced so tremendous an effect upon the mind of the woman whom he loved. There are very few love letters preserved In literature, or ever seen by those for whose eyes they were not originally Intended, which come up to one's notion of what a true love letter ought to be. Those of Abelurd and Helolse, while at times they are touching and tender, fall short of being Ideal because they lack sim plicity. Much the same thing can be said of the much-discussed letters that passed between Robert Browning and Elizabeth iiarrett. These two persons were very ex ceptional natures, and It may be assumed that the letters which they wrote each other were just the sort of letters adapted to their Individual temperaments; but to the reader it will always seem that lovers who mingled their intimacies with Greek quotations and philosophical allusions were not safe guides for other lovers to follow In this particular direction. Of course. Rousseau's confessions are usually viewed as representing a supreme effort in self analysis; yet even if Rousseau had teen sincere, as undoubtedly he was not, and had he been honest and not following out his natural propensity to pose, what he set down would still be far Inferior to the self-revelations which lovers make; for, whatever one may say, Rousseau was con sciously endeavoring to be frank while lovers are entirely unconscious of a motive such as his. They are simply striving with all their hearts and souls to get nearer to each other, both In thought and word, to reach the most perfect understanding of each other, and to attain at last to an ab solute oneness of sympathy and knowledge and feeling. This is why the. love letter, which is written out of a full heart nnd with no thought that and third person will ever see it, displays the man or the woman as he or she actually and really Is. A eom .mon man and a common woman will ex press their stunted and vulgar little per sonalities in the sort of letters that one hears read out In breach of promise trials amid 'the guffaws of the hanger-on of the courtroom. Cold natures and minds that are eternally self-conscious will be ac curately mirrored in letters that are stilt ed and pedantic. ,Lovers who are moved by intense devotion will express ail that devotion with sincerity and ardor, but un less their minds are of the very finest and most sensitive type they will always in troduce into their letters something incon gruous, something that falls below tho dignity of true passion, something that will jar and make the reader have a little shiver of distaste. When one reads letters such as these he feels that he is Intruding upon what is wholly personal and private, and It makes him quite uncomfortable. This, curiously enough, is not the case when one chances on the love letter that is truly wonderful and perfect: because then, while it in reality is Intimate beyond any other intimacy, it is so fine, so ele mental, so man-elous and so beautiful that one forgets all about the personality of the writer and looks at what is written In Its pages as he would look upon a per fect creation in nature or In art as some thing beyond the Individuality of a man or of a woman and representing the su preme self-revelation of an exalted soul. Professor Johann Carl Wllhelm Ferdi nand Tiemann. who, as was briefly an nounced in the Times, died of heart dis ease at Meruit oh November 14, was born at Rubeland in IMS. He, became a Ph. D. of (.utllngen In 1S70, and In 1SS2 was ap pointed professor of chemistry In Berlin university, undertaking from the same -late the editorship of the proceedings of the German Chemical Society. Professor Tie mann was the author of numerous Impor tant researches of the most abstract na lVe .m.pu? chemistry, having for their object the discovery of the constitution of tho camphors, the terpenes, and other or ganic bodies. Of such researches Germany holds practically the monopoly, beinc in fact the only country where they are pos sible. English chemical manufacturers seem afraid to face the expense they entail and cannot persuade themselves that they have more than a theoretical value. In Germany they are systematically carried out on the chance of something being dis covered that can be turned to practical and commercial uccount, and Tlemann's achievements alone, even If there were no others or the same kind, would be more than sufficient probf that the risk is worth taking. As, a result of his difficult and costly work in theoretical chemUtry he was able to found a new and valuable branch of chemlcnl industry in the man ufacture of artificial flavoring matters and perfumes, such as vanilla and the scent of violets. These are Identical with the natural firoducts of the plants, the chemist's skill laving first laboriously traced out the character and arrangement of the constit uent atoms and then built up synthetical reproduction of them. The value of the lonone. at the violet scent li termed, is almost fabulous in comparison with the cost of its manufacture, so greatly is It in demand.
