MENACE FROM (Continced from pt(« one.) tanlzatlon of Valley engineers and which was financed by remission of state taxes to Hidalgo and Cam eron counties, has been the subject of much comment In the engineer ing world, and will be adopted on a greatly magnified scale in con struction of the Mississippi flood aontrol system. The plan, in brief, is to take the surplus water from the river be fore it reaches the low delta sec tion and discharge it into the Gulf through natural and artificial flood ways. In other words, to re move the menace before it becomes a menace. That the Valley system will accomplish this is the unani mous verdict of engineers who are familiar with the Rio Grande and the problems it presents. As the Rio Grande flows toward the Gulf the banks gradually lower. The riverbed at Mission will carry double the volume of water that can be carried at Brownsville with out overflow. Also the Rio Grande in the delta section occupies the highest part of the terrain in its immediate vicinity, drainage being away from the river, the result of i gradual building up of the river bed bv silt deposits. Remove Surplus Waters ' The flood eontrol system pro vides for removal of the major part of the surplus water before it reaches the lower delta section. The two inlets are provided, one near Mission and the other near Hidalgo, the surplus water being directed through a leveed channel to the series of resacas which par allel the Rio Grande in Hidalgo county. The water is carried east ward through Llano Grande lake to a point near Mercedes, where it is divided, approximately 40 per cent going eastward through a leveed channel which follows the natural drains to the Laguna M&dre. The other 60 per cent will be discharg ed through the Arroyo Colorado, the great natural drain of the Val ley. Another floodway Is provided through the Rancho Viejo resaca near Brownsville, and the system on the Mexican side will take care of a great volume of the surplus water. Extending from Mission to sev eral miles below Brownsville, the secondary line of defense—the river levees—present an almost impreg nable obstacle to invasion of Rio Orande waters. Only during abnor mal floods, such as occurred in 1922. will their strength be tested, as the discharge system, which will carry off the surplus water of the average flood, will relieve pressure at all points below. The huge floodway, which par allels the Rio Grande from Mis sion to Mercedes, is designed to carry approximately 120.000 second feet, of which 50.000 second feet will be discharged through the north floodwav and 70.000 through the Arroyo Colorado. The Rancho Viejo floodway will dlshcarge 5.000 second feet and the Mexican sys tem 25.000 to 40000, according to the height of water. The riverbed at Brownsville will carry approxi mately 30.000 second feet before heavy pressure Is placed on the lower river levees. These various floodwavs and the river provide for approximately 180.000 second feet, or the estimated volume of the 1922. flood. Conservation In Mexico Another factor which will prove valuable in connection with flood control in the Valley is the con servation project now under way on the Salada in Mexico, where an Impounding dam is being con structed. Similar works on the San Juan are contemplated in connec tion with irrigation projects, and the La Boquilla dam on the Con T How many are 50 billion checks? Production of goats and domestic rab bits has entered the new system of diversified livestock production, 8AN ANTONIO. Feb. 23.— With preservation of pasture a watchword in the southwest, the International Exposition and Live stock show at San Antonio March 1 will digress from cattle sufficiently to encourage systematic diversifi cation in livestock production. There will be exhibits of sheep. cho3 in Chihuahua has controlled the flood waters on that stream. Projects proposed or under con struction by the Mexican govern ment will serve to equalize the dis charge into the Rio Grande of Mexican streams from which come the major part of the flood waters reaching the lower river section. The effects of Elephant Butte dam on the upper Rio Grande and the La Boqullla dam on the Conchas on the flood situation on the lower reaches of the stream have been very apparent in recent years. Im pounding of the flood waters of the Mexican streams will result in equalized flow, which will prove very beneficial to the Valley, not only In the way of flood protection but also by assuring an increased flow in the main stream during the low water periods, making available a greater quantity of water for ir rigation purposes. The effect of the flood control system upon Valley development has been very apparent. Simultan eously with passage by the legisla ture of the Cameron county tax remission bill, providing finances for the flood control system, de velopment of the river areas got under way. Thousands of acres, formerly subjected to Inundation during the periodic floods, have been brought under development In Cameron. Willacy and Hidalgo counties, and the river areas, which in 1923 were practically uncultivat ed. are becoming among the mast productive in the Valiev, and have added millions to Valley wealth and valuations. Angora goats and domestic rabbit, and hares. The swine shew is ex pected to be twice as large as last year.- It is pointed out that goats are able to make a good living on certain types of browse range where other livestock would go hungry. The same holds true for other types of animals finding favor in the cat tle country. Economic exhibits will show the advantage of utilizing great areas of j forage that are not adapted to cattle, and keeping stock that will flourish on it away from land that will pasture a maximum number of beef animals per acre. Interest in the San Antonio show has grown so rapidly since its in auguration a year ago that buildings have been constructed to house more than two additional acres of i exhibit space. Because the show drew such large crowds last year the city has purchased and improved the property under an agreement by which the exposition association may use it. Two new reinforced concrete buildings have been added to the nlant. each of which contains more than an acre of floor space. Stock farms from all over the United States w'ill exhibit this year, and cowboys from all sections where there still is range to ride will take part In a 510.000 rodeo. A number of new sections have been added to the official prize list, including classes for Aberdeen-Angus cattle.; rabbits and hares, and prizes for the best community exhibits. Sheep and goats, both profitable animals in the southwest, will occupy a large section. Pine horses from the army posts in Texas and from breeding farms in the state will be entered In the horse show. Seventy head of wild horses and a dozen saddle horses already have arrived for the rodeo. There will be auctions in both the dairy and beef cattle divisions. The show is largelv a Hereford show, soonsored by ifcrpford breed ers. They are advocating a new practice of feding herd bulls grain mixtures while they are on the range, to maintain their virility and condition. The life insurance company representative then inspects the property In order to be sure that the security is ade quate. Insurance company loans are usu ally limited to completed property in built-up areas. Where a loan xs desired for construction pCXases sometimes building operations are financed by temporary loans, usual ly for one year during construction and new papers are drawn later for the permanent mortgage. But in most cities the usual prac tice, in making construction loans, is to draw' the permanent loan pa pers in the first instance; the in surance company representative uses these papers as collateral for cash advances during construction and delivers the papers to the in surance company on completion of the building. Local representatives of insurance companies ate instructed as a rule to charge the local rate of interest on first mortgages. In addition to the interest cnarge. most insurance companies permit their correspond ents to charge a commission or service fee which covers then ap praisal of the property offered as a security for the loan as well as the administrative work of approving the loan, advancing the funds, and collecting interest payments wliich are generally required semi-annu ally. This service charge usually amounts to about 2 per cent or 3 per cent of the loan and since in surance company loans run from 5 to 15 years this is a comparatively small item. Such service charges are made by correspondents for their services and on their own re sponsibility and such charges yield no return to the insurance compa nies. The only additional charge in se eming an insurance company loan is the charge for title examination. As a rule insurance companies re quire a title guaranty policy or Tor rens certificate trough some of them will accept an abstract or at torneys opinion of title. .Make Repayments Easy Pew Insurance companies make straight mortgages, but require In stallment payments on the princi pal, averaging from 3 to 6 per cent a year, any companies defer these installment periods for a period of two or three years after the loan Is placed. This practice affords an opportunity for the borrower, who may have to place a second mort frage against his property, to pay this off before he Is required to make principal payments on his first mortgage. And one of the hundred largest life Insurance companies queried by the association has a plan where by home loans are amortized over a ten or twelve year period, with a life insurance policy to protect the famil yagainst loss of the home through death of the bread-winner at A cost of six per cent. This com pany has loaned $5,000,000 in this A'*y during the past five years. Guerrero Builds Road to Bridge Over Rio Grande _(Special to Tba Herald) ROMA. Feb. 23.—The people of Guerrero. Mexico, nine miles inland irom Zapata, are awake to the pos sibilities of the new international bridge which is to connect their an cient city with the United State* at Zanata and this week put a crew of twenty men to work clearing right-of-way for a road from the bridge to the city. When this work is done the road will be graded and placed in shape for heavy travel which is expected in the spring and summer. Week-end visitors will no doubt Toid much time fishing in the 8a iado river for black bass and chan nel cat which, the people of Guerre ro say, abound in the river and are easily caught. The Saiado at Guerrero is the nnlv running stream of any Import ance between PiMras Negras and Matamoros and the only one yield ing good fishing. They expressed the belief that the Willacy district Is acting In good faith, but asserted It is necessary to reserve tills protection for the future. Under the terms or the valida tion bill, now before the legisla ture, the Willacy Jstrict must se cure approval of its plans by the state water board before its bond issue is approved by the attorney general, and It is understood that an effort will be made to cor iplete these plans as soon as passible. The Valley irrigation interests will appear before the state water board at that time and either approve or contest the plans. Plans Principal Factor Tire final plans of the district will be the principal factor in which the irri-ation districts are interested, engineers state. Upon the construction of the intake will depend the volume of water to be diverted. The suggestion has been made that the intake be provided with an adjustable weir, which can j be gauged with the depth of the j river, taking water when the stream is at flood stage only. En gineers asserted that the bed of the stream is changing constantly, due to erosion at some periods and silting at others. Unless the intake is adjustable, they state, the Willacy district might, within a few months after the intake is com pleted. be diverting part of the nor mal flow, or the river bed might i erode to such an extent that the district could divert no water ex ' cept at high flood stage. According to the tentative plans of the Willacy district the water will be diverted from the Rio Grande at a point near the Gal veston ranch east of Santa Maria, the main canal running, northward along the Adams tract to the north floodway. At this point the waters will be diverted, part running east along the south bank of the flood way to a 7300-acre reservoir -bout 3 1-3 miles east of Sebastain. the remainder to run northwest to a 4300 acre reservoir on the Mestenes tract These reservoirs will be fill ed when the Rio Grande is at high stage, and most of the acreage will be watered by gravity from the res ervoirs.
