March 12.—f/P)—1The New York Herald Tribune says to C:.y that the Jones act, increasing pena /ies for prohibition violations, has caused the price of liquor to soar, putting many of the smaller speakeasies out of business. Tbe wholesale price of whiskey, says the newspaper, has advanced as much as $40 a case and grain al cohol has doubled to around $14 a gallon. Efcdiveries to speakeasies have been curtailed to such an extent that only about one half the liquor ordered is being delivered. Maurice Campbell, federal prohi bition administrator, also declared i tine Jones act was putting many speakeasies out of business. “The bootleggers do not like the idea of going to jail for five years £nd paying a 810,000 fine. Fear of a long term has stirred the men in charge of the rings. They find it difficult to hire men who will take the blame for them. We are con centrating entirely on the source of supply. Bell. 1 -* ■ —»- • HIGHWAY 80 I IS DEFEATED; House 3 Votes Short on 2nid Count; Considering Pen Legislation Today AUSTIN, Tex., March 12.—T>P)— Penitentiary legislation held a pre ferred place before the house today after another defeat for proponents of a state highway bond issue. A vote last night on the proposal to submit a constitutional amend> ment to th people authorizing is suance of highway bonds was 97 to 28, three short of th- 100 needed af firmative votes, against the 98-9f7 count of last Friday. Representatives A. P. C. Petsdh of Fredericksburg, and R. M. Hub bard of New Boston, sponsor of thse amendment in the house, indicat ed they might bring the resolution to a third vote before the session, ends Thursday. Tense feeling prevailed as pro ponents of the issue howled down Representative Leonard Tillotson of Sealy, an opponent, who had raised points of order agairst reconsidera tion of the matter. Representatives Bowen Pope of Hamlin and Grady Woodruff of Decatur, speaking to personal pri vilege, charged that members of tie house were being coerced in voting for the resolution against their own convictions. I Woodruff charged that Governor Moody had publicly said when far mer Senator Joe Burkett, then a member of the highway commission, was advocating a $150,000,000 state wide bond issue, that the policy was unsound rnd should not be tolerat ed. “I am glad to see that the gover nor has just come into the bar of the house,” Woodruff shouted as he started to address the members. Governor Moody had taken a seat in the rear of the hall, where lie remained urti lafter the vote was taken. To Meet In San Benito To OK 1929 Plans (Special to The Herald) 9*" BENITO, March 12.—Secre taries. presidents and directors of retail merchants associations in the Valley will assemble here Tuesday night of next week to place the final okeh on the program for the 1929 convention of retail merchant organizations of Texas, Mrs. Ethel B. Finks, local secretary, announced today. Chamber of Commerce secretaries of the Valley also are being invited by Mrs. Finks to attend the meeting, since they are helping in plans for entertainment, and will take part in handling the 600 or more visitors v ho will be here for the state con vention in May. The program as outlined earlier at a meeting of chamber of com merce and retail merchant secre taries of the Valley has been ap proved by state officials, with a few minor changes made in it, and it will be settled definitely at the meeting here. HOOVER PLANS FARM RELIEF President Prepar i n g For Special Session; Co operatives Seen WASHINGTON, March 12.—(IF)— With the special session still a month away, President Hcover is turning his thoughts toward the development of plans for farm re lief ir. his message to congress. Already the president has given much thought to the problem and his views largely are being followed by the committees of the senate and the house in planning hearings to work out the legislation. These will be opened several weeks before the special session starts. Although Mr. Hoover is reserving the public revelation of his plans for his message to congress, it is known that the committees are preparing to approach the task largely from the cooperative mar keting scale. In several of his speeches last summer in which he dealt with farm relief, Mr. Hoover stressed the part that he feels cooperative mar keting must play in assuring the farmer a proper price for his prod uct. Along with cooperative mar keting. he placed tariff revision and the development or cheaper trans portatoin to markets.
