They are turning out to be the oontrary. They are nothing but trouble. Frightened by the oppositionists attacks the Roosevelt administra tion evidently decided to pursue a complicated course. The money must not be for pure relief, except In cases of -xtreme necessity. It must be worked for—but at wages so low that payrolls of private Industry would not be harmed. It must not be used to build up arv enterprises that would endan gc- the private profit system. Rut it could be used on standard government contract work, as some thing established—such as warship building, river and harbor improve ment, etc. The course became so complicated that when the administration or dered direc* relief stopped there was no public work to which the unfortunates could turn. And, In the confusion (as always when there is no order), the money has gone to so many ‘'legitimate” purposes that the men who were to be saved are wandering In dan gerous disorder. Ir. addition, the administration got Into a dispute with organized labor over rates. And now not omy has the administration the reg ulation standpat opposition to face, b’.'t the discontented organized ana unorganized, a considerable multi tude. 9 The four billions really have been a campaign fund for the Republicans. * • • Pah! Psh! Republicans, anyway, have decided tc soft-pedal the cry of billions be tng given away. . "Balance the budget." is the war e*y, instead. You see. the Democrats have a list of all the borrowers and donees of gpv«mment funds. And a goodly array of railroad bankers — all Republicans — have come out whole on some railroad stork Jobbing deals because . f RPC loans (probably lost forever* to defunct railroads. The Van Sweringens alone borrowed enough . millions to feed thousands of hungry poisons for years. Certain New York banking houses are anxious U keep the record closed. Then there are nummerous banks. In Republican territory, that bor rowed handsomely from the gov ernment in order to protect de poistors.
