RUSSIA MAKES CONCESSION.
Gives in to United States on Matter
Of Contraband.
St. Petersburg. Sept. 2o.-The
Russian answer to the American
notes in regard to contraband of war
as specifically raised in the cases of
the British steamer Calchas and the
Portland Asiatic Line steamer Ara
bia, the former while bound from
Pnget Sound port to Japan, has been
delivered. It follows generally the
lines of the reply of Great Britain.
On the broad question involved Rus
sia recognizes the principle of the
immunity of innocent trade with
Japanese ports, but she holds to her
right to stop contraband destined for
th-use of the Japanese military or
naval forces. The United States
are informed that instructions em
bodying the decision of the commis
sion, presided over by Prof. De Mar
tens. have been issued in the form of
instructions to the naval comman
ders and Prize Courts. to govern
them in the future, the instructions
recognizing the dual uses and there
fore. the conditionally character of
the articles of foodstuffs, rice etc.,
enumerated in Section io of Article
6, of the Russian regulations, with
the exception of horses and other
beasts of burden. Russia will not
undertake at this stage to interfere
with the cases of the steamships
Arabia and Calchas. of which the
courts have already taken jurisdic
tion, and in which the Vladivostok
court found the facts, but. upon ap
peal to the Admiralty court will ap
ply its interpretation of Section io,
which practically amounts to an as
surance that the flour, etc., seized,
will then be reloased. It is improb
able, however, that all the articles
cosfiscated by the Lower court will
be released. As far as the Associat
ed Press can learns, the commission
er's decision, as embodied in the in
struction, does not go beyond the
articles enumerated in Section Io,
from which it is infere, coal, rail
road material, machinery and boilers
for ships and even cotton are enum
erated along with munitions of war,
etc., in other articles which remain
in the category of absolute contra
band. It is understood, however,
that private assurances have been
given the United States that the
American government will be satis
fled with the manner in which the
contraband rules will be interpreted
hereafter.
Of Local Interest.
The following commandments we
clip to show what spirit should be
observed, especially in the city. They
may not all be new, but they certain
ly have weight in pushing to town's
interest:
1-Thou shalt not go away from
to.wn to do thy trading. nor thy son.
nor thy daughter.
a -Thou shalt do whatsoever lieth in
thy power to promote and encourage
the welfare of thine owvn town and
thine own people.
3-Thou shalt spend thy earnings
at home: that they may return from
whence they came and give nourish
mient to such as come after thee.
4-Thou shalt patronize thy home
merchants and thy home paper, for
ye a, verily. doth not thy home paper
spread over the land tidings of thy
goodness and greatness that the peo
pIe shall patronize thee.
5-Thou shall not ask a printer to
take less than his price. Remember
that by asking him to retreat from his
price thou inferest that he is a robber.
If he bath no dignity thou wilt get
done by him somehow.
6Thou shalt not ask credit, as
goods cost money, and the merchant's
brain is burrened with bills. His
children clam'r for bread, and his
wife abideth at home for lack of such
raiment as adorneth her sister.
Blessed yea, thrice blessed is the
man who pays cash.
7-Thou shalt not suffer the voices
of pride to overcome thee and if other
towns entice thee, consent not, thou
mayest be deceived. Remember the
fate of a calf that its mother and
followed a steer away from home and
lost its supper.
8-Thou shalt not ask for reduced
prices for thine "influence" for guile
is in thine heart and the merchant
readeth it like an open book. He
laugheth to scorn and shouteth to
his clerk, ha, ha!
g-Thou shalt not ask thy paper to
take two dollars for a three dollar
job: because some other poor man
will do for less money. The other
printer may steal his stock and un
derpay his help. If you trade with
him thou art an accessory to his
crime.
io-Thou shalt not bear false wit
ness against the town wherein thou
dwellest. but speak well of it to the
men, that thy home town and its
people may be proud of thee.

AN ORDINANCE.
Fixing the Rate and Prescribing the
Time For the Payment of Town
Taxes for the Year 1904.
Be it ordained by the Mayor and
Aldermen of the Town of Newberry,
in the State of South Carolina, in
council assembled, and by authority
of the same: That for the purpose
of raising a revenue and in the exer
cise of the taxing power of said Town
the following taxes are hereby im
posed for the fiscal year ending De
cember 31st, 1904, upon all real and
personal property within the corpor
ate limits of said Town (except such
as is exempt from taxation under the
Constitution and laws of this State)
upon the valuation thereof as asses's
ed for taxation for County and State
poses, viz.:
Section i. That a tax of sixt.
cents on each one hundred dollars
worth of real and personal property
within the corporate limits of the
Town of Newberry, in the State of
South Carolina (except such Ias is
exempt from taxation under the con
stitution and laws of this State), is
hereby levied for the purpose of rais
ing a revenue to defray the ordinary
expenses of said Town for the fiscal
year ending December 31st, 1904.
Section 2. That a tax of three
fourths of a mill on each dollar's
worth of real and personal property
within the corporate limits of the
Town of Newberry (except such as
is exempt from taxation under the
constitution and laws of this State),
is hereby levied for the purpose of
raising a revenue to defray the bonded
indebtedness of said Town for the
Opera House.
Section 3. That a tax of -two and
a half mills on each dollar's worth
of real and personal property within
the corporate limits of the Town of
Newberry (except such as is exempt
from taxation under the constitution
and laws of this State), is hereby~
levied for the purpose of raising a
revenue to pay the interest on and
create a sinking fund for the bonded
indebtedness of said Town for the
Water Works and Electric Light
plant.
Section 4. That a tax of one mill
rn each dollar's worth of real and
personal property within the corpor
ate limits of the Town of Newberry
(except such as is exempt from tax
ation under the constitution and laws
of this State). is hereby levied for
the purpose of raising a revenue to
pay the interest on the create a sink
ing fund for the bonded indebtedness
of said Town for the Sewerage sys
Setion 5. That all taxes herein
imposed or levied shall be paid to
said Town in lawful money of the
United States between the 15th day
of October, 1904 and the 15th day of:
November, 1904, and that after the 15th
day of November. 1904, a penalty of~
t. per cent, is hereby imposed upon
and shall be added to all taxes in
arrears.
Section 6. That execution issue ac
cording to law for the collection of
all taxes, fines and penalties past due
and unpaid for 15 days, and the cost
of said execution.
Done and ratified under the Corpo
rate Seal of said Town this
