AS TO THE HOSPITAL.
One of the committee asked the Ob
server to make this announcement:
The Newberry hospital was still born
on Friday in the hands of twenty
nine praeticing physicians of New
berry contv.-Observer.
We re'ret that a member of the
commme,! :ut~i l by the citizens'
e t seece subSeriptoins to the
capital stock for the purpose of
building a hospital in Newberry,
should ask the announcement of any
such sentiment as contained in the
above paragraph. Indeed we are
pained that any member of this com
mittee should even think such a sen
timent.
If any member of the committee is
not even interested in the hospital
movi-ment, he should at least be will
ing to let it be built. In fact, it
would have been better for him to
have resigned from the committee, or
not have accepted the commission
from the citizens to present this im
portant question to the people of this
county.
This member of the committee can
not be enthusiastic or even interest
ed in the building of the hospital, or
if he is, he has a very pcor way of
showing his interest. Certainly the
members of this committee are intelli
gent citizens, and we believe inter
ested in the welfare of this eommun
ity, and being intelligentf they must
realize that such statements will not
help the cause, which they are pre
sumed to lead.
As a 'matter of fact, we do not be
lieve that it is exactly the right thing
for the physicians to take the lead in
raising the money for the erection of
a hospital in this community. In
this age of commercialism and self
ishness, there are many people, who
would be willing to ascribe sinister
and selfish motives to any physician,
who was very active in securing mon
ey for the erection of the hospital, for
the reason that there are those who
believe that the building of a hospital
in Newberry would mean the financial
inteerst of the physicians, while on
the other hand, as we understand the
movement, it is not for the financial
benefit of anyone, and it has repeat
edly %>been stated that those who put
their money in it, need not expect fin
ancil~-remuneration from the invest
ment. Yeither would it be to the
financial interest of the physicians.
In other words, it is purely a human
itarian proposition, and if built,
:would be :a monument to the frater
nal spirit of this community and a
blessing to suffering humanity. We
can scarcely conceive a more laudabla
purpose to engage the attention of
the people of any community than an
effortI to build a hospital. Of course
we should have--and no doubt will
have-the hearty co-operation and
moral as well as financial support of
all of the physicians in this county,
but we do not think tihat the burden
of raising the money to build it should
be shifted from the committee of cit
izens, whlo assume to undertake the
work, to the shoulders of the twenty
nine physicians, and then per chance
if there is not a meeting of the Coun
ty Medical Association, it certainly.
as we see it, does not come with good
grace for a member of the committee
to state that "the Newberry hospital
was still born in the hands of twen
ty-nine practicing physicians of
Newberry county.''
The hospital can be built, and
should be built. but it will not be
built if those who are leading the
movement, feel and request publica
tion of such sentiments as these.
IMPORTANT TROLLEY MEETING
At a recent meeting, a committee
of three was appointed ,to make cer
tain investigations in the matter of
a trolley line from North Augusta, to
Edgefield and on north. That comn
mittee informs me that it is ready.to
make its report wh1ich will contain in
formation (of great importance.
Therefore. I hereby appoint Satur
day. October 2fith. 1907. at eleven
o'clock a. mn.. for the eitizens of the
town of Edgefield and those along
the proposed route to meet in the
court horuse to hear the report of the
committee and take action on same
as to them may seem best.

would be glad to have Newberry rep
resented at this meeting and Whit
mire ought to be there too for if the

on to Whitmire so as to touch the

Does anybody doubt this statement?
Wait until it rains.
Gov. Ansel, it is said, is going to
recommend an increase in the tax
levy. That is scarcely necessary to
waste the time in making such a ree
ommendation. The legislature usual
ly does that or makes the appropria
tion bill so big that it is necessary to
increase the levy as the assessment
goes up. No need of a recommenda
tion.
The Columbia Record says that the
chances of Governor Ansel's re-elee
tion on a local option platform are
very -slender. Nonsense. Governor
Ansel can be re-elected governor on
any sort of a platform he may choose
to stand on. His re-election will be
a mere formality.-Spartanburg

Yes, that is true. The platform
will not count for much next summer.
Gov. Ansel has made a faithful and
conscientious chief magistrate and
unless something should be done to
shake the faith of the people-in his
integrity Gov. Ansel can succeed him
self without much regard to platform
and yet it is true that Gov. Ansel 's
strongest plank in his platform last
year was local option as between
county dispensary and county probi
bition.
The legislature should pass a law
forbidding escapes from the peniten
tiary or chaingangs. There is evi
dently no such law at present and it
is difficult to get people to serve out
thteir sentences.-Spartanburg Jour

Why should you be so particular
about people serving out their sen
tences. To the passing of laws al
ready there is no end. Some one will
be saying after a while ''Oh ! that
mine enemy would pass a law.''
What h'as become of the proposi
tion to pave our streets or at least
to start the work. Is city council
waiting for the citizens all to favor
this forw.ard march. Or is it waiting
for the next council to have the hon
or of this great work for our town.
TO INCREASE TAXES.
We notice that Gov. Ansel proposes
to recommend and increase in the
levy for the state taxes so as to be
rid of the necessity for borrowing
money each year, and to put the state
on a cash basis. It is figured out that
an increase of even one-half of one
mill would realize an income of $234,
000. Thi is on the basis in tihe last
assessment and the supposed increase
in the assessment. It is always very
easy to work this proposition out on
paper, but the tax history of this
state for the last eighteen years will
show that as the taxable values in
crease, the legislature has always
'kept up with it in the increase of the
levy, and in fact, has exceeded the
rate of assessment and now with the
taxable property of $250,000,000, the
levy is 4 1-2 mills, while when it was
only $140,000.0000, the levy was 4
mills, and the income then was suf
ficient to meet expenses, while now a
4 1-2 mill levy shows up a deScit of
Imore than $100,000. As a matter of
fact, if our assessments were in ae
cordance with the requirements of
the constitution, we would have over
$400,000,000 of taxal property, but

Speaking of hospitals, we see from
the Spartanburg Herald that the
Spartan Mill of that city has just
completed a magnificent hospital.
which will occupy a three-story build
inf. with all modern conveniences. in
cluding a library, reading rooms, a
lecture room and bath rooms. In
co.nectinn with it, it is proposed to
have a training school as well as a
sanitorium, and in the hospital. char
itv work will come first of all, and an
order for a trained nurse, where there
is no money to pay for the services,
will be given attention in preference
to those who are able and willing to
pay for such services. Some of the
best physicians in the city are con
nected with it, and the president of
the mill, Mr. W. S. Montgomerv. has
given valuable and substantial aid in
its erection.
