Main 5 Proposed Increase of 100 Per., Cent in the Tax on Cigarettes Will Fall Heavily Upon Tobacco Grow ers of the Carolinas and Virginia. The prosperity of tobacco growers of North and South Carolina and Vir ginia will be seriously interfered with if the proposed 100 per cent increase in tax on cigarettes goes into force. Increased taxes must be added to the cost of the manufactured article. As that cost increases, the cost to the consumer also increases, and the amount consumed decreases, which means the leaf market will grow smaller instead of showing a steady increase. The Carolinas and Virginia produce a tremendous amount of tobacco suit able for cigarettes and on account of the increased consumption of ciga rettes the price paid for the leaf has also increased. The present war affects, if it does not in fact prohibit, exportation. This leaves practically the entire crop in tliis country, and, if the price of ciga rettes is raised to the consumer, the consumption of them will naturally decrease. As the price of leaf is governed b ythe law of supply and dlemandl the price of leaf wouldl nat urally dlecrease. In any event, the reaction on the grower wvouldI be felt first in the Carolinas and Virginia. Hence, it is plain that the best pro tection a ,farmer could have would be a low tax on cigarettes. Since the growers of tobacco sui able for cigarettes are so vitally af fected it would be to their interest to immredliately communnate with their Senators and Represt itatives at Washington, urging that their inter ests be fully considered in making any change in the tax on cigarettes. Whereas smoking and chewing tobacco and snuff are taxed at 8c a pound and cigars about 25c a pound. The proposed increase on cigarettes of 100 per cent represents $2.50 per thousand or about $1.08 per pound. The proposed increase taxes on cigarettes would unquestionably mean that the grower of cigarette tobacco would suffer on account of the con sumption of cigarettes being reduced by their increased cost, and the Gov ernment instead of increasing its in conme by this method, would more than likely find that the decreased con sumption would more than ofrset the amount derived from the additional tax.
