The letter is in' conformity with the proclamation issued by the povernor on the first of the month, and both proclamation and U tter are in conform ity with the supreme court decision. The letter Is as follows: "Dear Sir: Your attention in re spectfully referred to the enc losed pro clamation of trie governor, reopening the. local agencies for the sale of in toxicating liquors for medical and scientific purposes. ' , "You will notice the proclamation states that the agenc-iea will be open ed by petition presented to the gov ernor for consideration, by a reason able proportion of the inhabitants of the town wherein the getvrien may be lawfully established. "It will not be the policy of this de partment to ask or Insist upon any petition whatever, but tthould the peo ple of your town decide they wish an agency entabllHhed, then as announced ia the proclamation the wUlien of your people will have due consideration by the governor. The cries of the boyg who thus lost a companion were pitiful In the extreme. State Inspector to Start Vigorous Hotel Inspection C.uthrie. Okla.. June 4- Oklahoma' hotel inspection law. better known as the "nine-foot sheet law," Is to be brought Into the limelight again, ac cording to the annoiinceni&t made by Or. J. C, Mahr, state commissioner of health. ho saya that a vigorous cam paign in the way of hotel Inspection is to be started at once under the direc tion of his department. While the law has been In effect for a yvar, very little inspection work bag been done. This Is partly due to the contradictory condition which arose, through careless enrollment of the bill creating the commissioner of public health, or from ome other cause. That bill as It passed the legislature provid ed for the appointment of county health officers, by the btute commis sioner of health, while the enrolled copy contained a provision, which bad in fact been rejected by the legisla ture, providing that they should be appointed by the county commission er of the various counties. The hotel Inspection bill made the county health officers the hotel In spectors, and lo several counties there were two health officers, one appointed by the commissioner of health and the other by the county commlalonera, each claiming the right to Inspect hotels and to receive the reaultlng fee. The hotel proprietors refused to pay the fees to either fearing that they might have to come through again if they did so, and the result was that the enforcement of the law was practi cally tied up. Now the health commissioner is go ing to require every hotel to display In a prominent place a certificate of Inspection or go after it for violation of the law. He announces that a re ceipt from the hotel Inspector that fees have been paid will not be suf ficient, and that the ce'U'icate must be displayed tw " the benefit of the gen eral public. The board of health will require that the public nhall be pro tected In case of fire, that sanitary con ditions miifct be good, that the building should be properly screened, and that each hotel thould be thoroughly fumigated as required by law, as well as seeing that the sheets are of the proper length. One of the provisions of the law that most of the hotels have been objecting to Is the one which requires the maintenance of rope fire escapes in every room. Tue law in one section re quires that all hotels over two stories In height shall be equipped with Iron fire escapes, and a little farther on provides that every hotel which Is not over two stories la height and not pro vided with fire escapes shall provide in every bed room or sleeping apart ment on the second floor a nianila, cot ton or sisal rope at least five-tenths of an inch in diameter and or sufficient length to reach the ground, with'knots or loops not more than fifteen Inches apart and of sufficient strength to stand a strain of 500 pounds. In spite of the fun which has been poked at the nine-foot sheet provision, it la generally recognized as a meritori ous proiosition and h'd the hearty and united support of the traveling men of the state. If it had not been for the active Interest which they took In regard to the bill at every stage of Its passage It Is very doubtful whether It would have bee a passed at all. There were two propositions upon which the traveling men stood togeth er, the nine foot sheet law and "Jim Crow" law and the two measures were among the first laws to be enacted by the first state legislature. Will be best man. GOB. PROVIDES FOII Ml IHSPECTOR No Protest Filed Against Appraisers Report on Cost of Delaware Avenue Improvement. The city council met in special ses sion Friday nuM to hear protests against the appraisement of benefits for the improvement on West Dela ware avenue. No protests were pre sented and a resolution was passed making the assessment of benefits ac cording to the report. A petition signed by a majority of the property owners on North Wilson street for sidewalks on both sides of that street from Sequoyah avenue to the north city limits was presented and referred to the special improve ment committee. An ordinance was passed) providing for an Inspector to see that all work of improvement in the city is done according to specifications. DRAMATIC SCEI WHEN VOLUii FXOES PRISONER I5y Associated Press. Chicago, III., June 4. There was a dramatic scene in the police station here today, when Anna Kalb, was taken to the cell occupied by Dr. Haldane Cleminson, accused of the murder of his wife. Yesterday Miss Kalb admitted she had been a patient under Clemluson at the Chicago hos pital and he had paid considerable attention to her. Upon being taken to the physician's cell today. Miss Kali) screamed hysterically. She and Cleminson conversed for ten minutes with the detective near by. The police refuse to make public what the two talked about but it was learned their talk terminated with a second series of screams by Miss Kalb and she was led away. Later It became known that the doctor's parting words to his visitor were. "The closer you keep your mouth shut, young woman, the better It will be for both of us."
