After a call at the White House yesterday with Senator Aldrlch, to learn the presi dent's views, Senator Klklns announc ed that ho would call a mooting of the conferees on the railroad bill to morrow. While the insurgent senators were announcing that It must be the senate Mil or nothing, and declaring they were prepared to fight nil summer If necessary, the president Indicated two changes bo would like to see tuado In the bill In addition to the elimination of tho sixty-day clause la the para graph giving the Interstate commerce commission tho right to Investigate and suspend new rates. Mr. Taft Is anxious that the house provision for a supervision of the Is suance of Blocks and bonds by the rail road companies bo accepted by the senate, lie, regards this feature as one of the pledges of the party and he does not agree with tho position of many of the senators that such provi sion could be construed as Interfering with state's rights. The advance was 10 cents a hundred pounds, to be effective July 1. These rates were not affected by the Injunction obtained by the gov ernment, but the old rates were re stored In accordance with the agree ment reached by the officials of the western roads with President Taft. It Is expected that within a few days all evidence adduced during the Investiga tion has shown that Secretary Hallln ger Is unfit to administer the affairs of the public domain, because of his ob vious leaning toward the policy of dis tribution, Instead of conservation of the people's land, VertreeB will at tempt to show by the evidence that there has been a conspiracy afoot to secure Hallinger's removal from office, because he did not approve of the so called "Garfield policies." Hay In a letter to the State Grange. He favors chang ing the constitution and nominating by direct vote only United States sen ators, congressmen, governor and lieu tenant governor and the state legisla tive and county tickets, the rest of the state officials, Including Judges of the supreme court, to bo appointed by the governor. Other changes outlined In Governor Hay's letter follow: "I am In favor of the recall over our public officials. Rest assured that I will be with you to the very limit In this. "I am In favor of the state controll ing tho limiting of bond Issues of pub lic service corporations and believe It unwise to allow them to Issue bonds Indiscriminately, ns they have been doing In the past. We are compelled to pay excessive rates, so that their stock will bear a reasonable return upon the face of It. In other words, we are having to pay dividends upon too much water. "I am In favor of the county unit for local option, with the possible ex ception of eliminating cities of the first class from the county unit. Coun ties In which there are cities of the first class would have two units, and as a further restriction upon this traf fic I ex poet to recommend to the next legislature to pass a bill confirming the salo of liquor to daylight hours only In such communities where Its sale Is permitted by law." Referring briefly to Speaker Cannon's declaration In a speech "that the Insurgents t'hould be hanged," he declared that he would not treat that remark seriously. "Hereafter," said Mr. Dolliver, "It was evident that men entering con gress must become either understudies or Ishmaelites. "I reject the terms and shall con tend for Independence within the par ty. I do not fight to destroy the party, but to upbuild it," he said. Discussing the president's course to wards the "Insurgents," Mr. Dolliver declared they were not playing for popularity, as had been charged, and, speaking of hia personal relations to the president, he declared he had nev er done anything to Injure the admin istration. "Such a charge does mo the gravest Injury," he declared. "None rejoiced more sincerely than I when he won the nomination. I did what I could to promote his candidacy for the pres idency. I supported him from one ocean to the other after ho became a candidate. When he took the oath of office I had but one sentiment towards him and that was the hope that God would give him power te stand against the conspiracy of greed and avarice that would enslave the party." The govern ment has decided It will be Impossible to apply the workman's old age pen sion law, which will cost tho treasury more than twenty-five million dollars annually, until the last quarter of 1911. Senator Dolli ver answered the criticisms of the "in surgents" Monday In a speech deliver ed in the senate during the discus sion of the provision of the sundry chil appropriation bill providing $2.10, ()00 to enable the president to gather Information bearing upon the opera tion of the new tariff law. Senator Clay's motion to strike out the provision was lost by a party vote of 13 to 41, Mr. Dolliver and his fellow progressives voting with the regular republicans. The sundry civil bill, carrying appropriations aggregating $118,000,000, then was passed. Mr. Dolliver's speech attracted wide spread Interest and was listened to at tentively by senators on both sides of the chamber. It was the reply chal lenge to their opponents in the party.
