The Bidding Was Spirited, and tlj Demand For El Paso's Securities Ij Most Gratifying. An Offer to Tako the Bonds at a Lower Rate of In terest. There were eight bidders for El Paso s $75,000 school bond issue of fered for sale yesterday. The bonds are forty year fives with the option of redeeming at the end of twenty years. The bid considered by the aldermen as the best was that of N. W. Harris & Co.. of Chicago, who offered $S3,302.-f-0 and accrued interest for the bonds. The bid of the Trowbridge & Nee- ver company did not on its face ap pear to be valuable, but closer inves tigation revealed the fact that it meant a saving of more than $10,000 to the taxpayers. This firm offered to re duce the interest of the bonds from 5 to Per cent and to pay $75,850 for them. Which of these two highest bids will be accepted is to be. determined at to night's meeting. The P roceedings. At 3 o'clock yesterday afternoon when the city council assembled to sell the $75,000 school bond issue no quo rum was present. Messrs.' Badger. Burton .Clifford. Mc Duffle. Ogden. the mayor and the clerk were on hand and Aldermen Brunner and Grant came in later. A number of representatives of bond buying firms from the four points of the compas were in attendance. The clerk read the call for the meet ing and the council got down to busi ness. The mayor called for all those so desiring to come forward and put in their bids for the bonds. The first bid opened was from Duke M. Farson of Chicago and was as fol lows: $100 more than the highest bid received. W. J. Hayes & Son. of Cleveland, bid $7,167 premium and accrued inter est. Rudolph Kleybolte and company, of Cincinnati offered a premium of $7,050. This was the last bid submitted. The representative of the Denver firm asked if he could look at N. W. Harris check. Alderman Qgden was quick to retort that he saw no reason why outsiders should scrutinize the checks if the council was satisfied and the permis sion was not granted. N .V .Harris's representative said he thought the council might be cour teous enough to visiting bond buyers. who had gone to the expense of com ing here, to let them know if the certi fied checks were properly made out as required by the ordinance. The clerk then read the face of the check, which apparently was drawn by Harris on bis own bank. Nothing further was said. The bid of Harris for $S3.302.50 was about to be accepted when the rep resentative of the Trowbridge & Nee ver company took the floor to explain that his bid of collecting only 4 per cent interest on the bonds would mean a large sum saved to the tax payers. If the bonds run 40 years $15,000 would be saved, thirty years, $10,750. This novel bid caused the council- men to scratch their heads. Prof. Putnam came to the rescue, explaining that the bid of Harris & Co.. meant $8,000 cash while his competi tors" bid means that the city would not get Its $15,000 for 40 years. He said the schools needed money and the use . of the $8,000 for 40 years would easily raise the premium given by Harris to $15,000. Alderman Burton favored the Har ris bid and said he thought the other one should not be considered at all. The mayor said a new election would have to be called for a 4V4 per cent bond issue but the banker's represen tative said it would not be necessary and he would pay all expenses of changing the bonds and sending them to Austin by the clerk.
