Mr J R Sousley who recently bought
a lot on Seconcl street in East Maysville
from Mr David HechinRer for 850 has
prepared the plans for a handsome resi
dence and will begin work upon it imme
diately He will occupy it himself
The Strodes Run Turnpike was com
pleted on Friday and received by the
County Court and the balance of the coun
ty subscription was ordered to be paid It
is four miles in length and the amount
subscribed by the county was 6000 The
work has been well done

Inequality In Payment of City Taxes
The plain and just requirement of
the law is that taxation shall be uni
form shall bear upon all alike Is this
rule in force under our present system of
municipal taxation Wo cannot say that
it is
The taxes paid into the city treasury
from Juno 1st to August 1 1881 net
ted the sum of 81M58 00
Thero were assessed upon those who
paid taxes during that period 20131 85
But from each mans tax list was do
ducted 5 per cent for prompt pay
ment which in tho aggrcgato
amounted to 972 85
The balance of the city taxes we sup
pose when collected will not exceed 8
000 and this will be paid with 5 per cent
added on for delay in payment until after
August the 4th And thus those who
were not provided with the ready money
and could not find it convenient to pay
until after that day will pay 10 per cent
more on their tax lists then the rich and
well-to-do who were provided with the
cash Those who paid before the 4th of
August take into their own pockets the
sum of 97295 of the revenues actu
ally due the city while those who
are less fortunate in pecuniary circum
stances and cannot pay before that dajr
are required to pay 400 more than the
amount actually assessed against them
and at the rate of ten per cent more than
the others have paid
This policy is not only unwise and un
just but it is a violation of the fundamental
principle of uniformity and equality
which lie at the basis of all taxation au
thorized in this state If tolerated it
must operate injuriously to the best inter
est of our city Laboring men and men of
moderate means with large families to
support who people our city and supply
the force with which our industrial estab
lishments are carried on when they find
they have to pay simply because of their
necessities ten per cent higher taxes than
their rich neighbors will not remain long
contented Nor will men of that class
who are always needed and welcomed be
inclined to cast their fortunes with us If
the city under its charter lias a right
thus to discriminate between its citizens
favoring the rich and oppressing tho poor
our city fathers ought to hesitate and con
sider well the propriety of exercising it

How Justice Is Administered
A enso was dicided in one of our Magis
trates courts few days ago which is of no
little interest to the several large manufac
turing proprietors in our city who employ
a large number of hands Under the law
authorizing a garnishment for sums under
fifty dollars for provisions clothing rent
c upon an affidavit that tho debt will
be endangered by delay a firm of manu
facturers was garnisheed for a debt owing
by one of the workmen to a grocer The
debt was about eight dollars and below
the amount for which an appeal could be
taken The judgment of the justice no
matter how erroneous must therefore be
final
The proof in this case by one of the pro
prietors was that the firm did not owe
the defendant at the time of garnishment
or then at the time of the trial anything
that the defendant was indebted to his
employees some eighteen or twenty dollars
The proprietor admitted that since the
garnishment he had advanced to the de
fendant seven dollars that his family
might not suffer and because he had done
this the justice ignored wholly the fact
that the workman was indebted to his em
ployer and gave judgment for the grocer
for the sum of seven dollars and costs
amounting to about five dollars more If
the employer had not charitably advanced
to his debtor money to provide his family
with immediate necessaries the magis
trates could not have rendered any judg
ment against him Because he did this
he is made to pay to the grocer the sum ho
advanced to his workman with heavy
costs added
If this is authorized by any law of the
State or any principal of justice wo are j
not aware of it The law authorizing the
garnishment of wages is one wholly in
the interest of greedy traders and against
the interest of the laboring poor man As
it is administered by careless and wilful
magistrates from whose judgments there is
no appeal it is an abomination It ought to
be rebuked
