After many years' experience in deal ing wiili the public road situation of the country, it is Mr. Page's belief that ignorance on the subject of repair and maintenance of roads is as much the cause of their bad condition as any other one factor. It is expected that the com petition will bring about a better under- derslanding of the subject of repair and maintenance in the rural districts. Many children livinj; in the rural districts have experienced the disadvan tages of roads made impassable through I a lack of pioper maintenance and it is expected that their interest in the com petition will stimulate greater interest among the parents, ltad roads have prevented many children from obtain ing a proper education and have even prevented doctors from reaching the side of rural patients in time to save their lives: Any child between the ages mention ed, attending a country school, may compete. Only. one side of the paper must be written on; each pape should be numbered; the name, age, and ad dress of the writer, and the name and location of the school which he or she is attending must be plainly written at the Up of the first page. The annouce- ment of the competition has been sent to the superintendents of schools in the rural districts. The Board of Directors of the South ern Railway Company, meeting upon April 11, 1913, unanimously adopted the following minute: John Pierpont Morgan, founder of the Southern Railway, died at Rome, Italy. March 31, 1913. after a long life, lull of distinguished honors and abounding in benefit to mankind. His noble charac ter and his splendid career justly have received recognition In every country and from rulers and people alike. No citizen of this Republic without official position of any kind ever has attained such eminence, and none deserved it more. Ilis fame, illustrious in his life time for great achievements greatlv planned, will abide in theyearttocome, for it was founded up m integrity and maintained by devotion to high princi ple. To this general recognition of his personal character, the Directors of the Southern Railway Company must add a special and particular tribute, for. to Mr. Morgan more than to any other is due the creation and the development of the Southern Railway, one of the first of the many reorganizations justly identified with his name. From the beginning it engaged and it never has failed to re ceive his wise guidance and bis constant and liberal assistance. Through his fos tering care it has grown to its present proportions, attesting the soundness of his forecast, and the public service ren dered in his rescue and support of this important instrumentality of commerce which has contributed not only to the beneficial development of the Southern country, but also more broadly to hu man welfare in making permanent pro vision for the honorable livlihood of vast body of employees and their fami lies. The members of this Board share with the worldwide publio in a sense of per sonal loss, and in extending to the fam ily of Mr. Morgan the assurance of res pectful sympathy. Examination For Postmaster ' At Paint Lick. The U. S. Civil Service Commission announces that on Saturday, May 10, an examination will be held at Richmond, as a result of which it Is expected to make certification to fill a contemplated vacancy in the position of fourth-class postmaster of class (a) at Paint Lick, and other vacancies as they may occur at that office, unless it shall be decided in the interests of the service to fill the vacancy by reinstatement. The compen sation of the postmaster at this office was $709 for the last fiscal year. ' Age limit, 21 years and over on the date of the examination, with the excep tion that in a State where women are declared by statute to be of full age for all purposes at 18 years, women 13 years of age on the date of the examination will bs admitted. , Applicants must reside within the ter ritory supplied by the postoffice for which the eximination is announced. The examination is open to all citi zens of the United States who can com ply with the requirements. Application forms and full informa tion concerning the requirements of the examination can be secured from the postmaster at Paint Lick or from the secretary of the Board of Examiners, at Richmond, Ky., or from the U. S. Civil Service Commission, Washington, D. C. Applications should be properly exe cuted and filed with the Commission at Washington at least seven days before the date of examination, otherwise- it may be impracticable to examine the applicants. During the Civil War the Federal Government found itself upon the verge of bankruptcy. It could not find a mar ket for its bonds. In that emergency it decided to create a market ty making the bonds the basis of note isues by the National banks. Issues by State banks were made impossible through the im position of a 10 per cent. tax. It was an arbitrary derision, and it created an ar tificial market, but it was justified by the extremity of distress in which the Government was then involved. The situation which justified that unusual step has long since passed. The bonds of the United States are now sal able anywhere. No other great nation has so small a per capita Government debt. No other civilized nation has such a banking system. It is the cause of the inextricable confusion between commercial and investment banking. It is in part the cause of the vast and dan gerous concentration or money power and money credit in Wall Street. We should reform our currency sys tern along wilh our banking system. We should supplant our present crazy-quilt currency with a onifitd and flexible medium of exchange, based primarily on gold. Our line of Groceries are the best you can buy. All new and fresh. Under a well-printed picture of the public square of Richmond, the Chris tian Science Monitor, published at Bos ton, contain the following concerning the best little city in all Kentucky: This city of 7,000 people is .located in the heart of the Blue-grass region. It is a seat of learning, containing the East ern Kentucky State Normal school and the Madison Institute for girls, as well as an excellent city school. It is in a rich farming section, exporting fine cattle, horses and livestock of all kinds. It is also the center of the tobacco grow ing industry, and has two large ware houses, which sell annually 10,000,000 pounds of leaf. The town is located in a historical section, where much of the early frontier Indian fighting occurred. In the Main square is the statue of a pioneer, with a public fountain, reared by David R. Francis, of Missouri, in honor of this, his birthplace. The court house lawn is decorated with a slab of stone on which Squire Boone carved his name in the latter part of the eighteenth century. The' business and residence sections of the town are handsome and well kept, in keeping wilh the traditions of the old families who live here.
