By force of the new tariff law is the Cost of living to be reduced? Some of the Democrats in Washington apparently desire that the country shall -believe quickly and fully that the Underwood-Simmons bill cannot be expected to bring down the price of things until It has been in operation for at least ten months or a year. The Democrats, while they do not seemingly believe that the tariff alone will make a great difference in the cost of necessaries, are hopeful that other bills which they Intend to enact Into law, coupled with the tariff, will bring material relief to the consumers of the country. It must be left of course to time to prove whether the Democrats are. right or not. President Wilson seemingly Is convinced that in a year things will not cost as much as they do now. Leaders of the three parties togeth er claim, or admit, whichever way you choose to put it, that the political organization which can present the best plan to bring down the high cost of living will be the one to get control of the house of representatives next year and of the presidency two years later. The Democrats are In power and If they have a plan to make liv ing cheaper they can put It Into effect !f they want to. In the early days the party made definite promises that the tariff would turn the cost cutting trick, but now there is a little hedg ing on this proposition and the prom. lse is that when the anti-trust laws are In force next year prices will drop so that the consumer can hear them. Opponents Are Satirical. Some of the opposition party mem bers In Washington are asking the Democrats why, if their antl trust leg islation is to accomplish such high deeds of service to the people, it is necessary for various official bodies to be studying other means of reduc ing the cost of living. The agricul tural department today Is trying to solve the problem and men have been sent abroad to study agriculture and marketing methods over there with the hope that the result of their stu dies may bring relief over here. Nat urally the opposition party men are satirical. They say that perhaps the Democrats hope to cut the prices of living In half through their anti-trust legislation and then to wipe out the other half through the solving of cer tain agricultural problems, thus bring' ing the consumers of the country to the blissful condition of men and wo men who can get everything they want for nothing. One of the salient facts as It ob trudes Itself In political circles In Washington Is that the leaders of the three parties maintain that the high cost of living is the big problem of the day, and each party virtually seems ready to admit that ascendency will come to or be held by the politi cal organization which presents a plan which appears to the people to be ade quate to the occasion. Of course the Democrats say that their tariff and their anti-trust legislation must be given time to prove the virtues which are claimed for them. The people probably will be wiring to do this and will not lay the crime of incompetency up against the Democracy until a year or so has elapsed, when If eggs are still fifty cents a dozen and butter forty-five cents a pound, and clothes $40 a suit, there may be an attempt to change the existing political order on the ground that the next condition can be no worse than the existing one, and that perhaps It may be bet ter. Will Wages Drop AlsoT Both Progressives and Republicans seem to think that there may be some little drop In the cost of things as a result of the Democratic tariff legl latlon. The Republicans are certain, and some of the Progressives feel "In a less degree likewise," that If the present tariff law does bring a reduc tion In prices it will also bring a re duction In wages. It was not long ago that the senate appointed a commit tee to Investigate the causes of the high prices of living. Mr. Lodge of Massachusetts was the chairman of the committee, which, was dominated by Republicans, What might have been expected happened. The main feature of the report turned In was that the tariff had not h Ins to do with keeping prices up. It Is definitely known that President Wilson and bis Democratic friends In bouse and senate are hoping and per haps praying -that out of the legisla tion which the party now In power has enacted or intends to enact some thing will come which will cause prices to drop without making 'wages drop with them. The high cost of living Is still the chief matter of coo cern to the leaders of a party who for personal and public reasons want to keep that party In power. The key to the problem lies somewhere, and men of three different party faiths are searching, each hoping that he may be the one lucky enough to find a. ASK ADMITTEDLY DIFFICULT Wilson 8oon to Tell Congress His Plans for Breaking Up the Great Corporations Without Harming the Country's Prosperity. By GEORGE CLINTON. Washington. President Wilson Is studying the trusts. In his annual message to congress or as soon as currency is out of tne way. ne win recommend that the old time condi tions of business competition be re stored In this country. Attorney Gen eral McReynolds is at work on anti trust law suggestions. Other mem bers of the cabinet will have ready thoughts of their own on the sub ject when the time, already nearly, at hand, shall come when Mr. Wilson must formulate his recommendations on a matter which Democrats say will test -the law making abilities of his administration as neither the tariff nor the currency can. The president's task is In a sense the remaking of a nation of shop keepers and small manufacturers. He has said publicly that competitive con ditions of the old kind can be restored and that it falls to the lot of the Dem ocrats to do the restoring. The dyna mite of a new law is to be placed at the foundation of some big concerns and they are to be broken into inte gral parts, all of them small, "without Injuring the Industries which they have housed and promoted, and with out harming the prosperity of the American people." There are Democrats. Progressives and Republicans ready enough to ad mit that the old competitive condi tions was an ideal one to foster Inde pendence In business, and to promote that interest In affairs which the small business man or manufacturer with his work at stake always must feeL There, are Democrats, Progressives and Republicans, however. In congress who seem to think that the adminis tration will have hard work to bring back by the mandate of law the condi tions of the days that are gone. Leaders Admit It Is Big Task. The Democratic leaders naturally fear that if they fail In antitrust legis lation the good which they say will come from their tariff and their cur rency laws, may possibly avail them nothing at the next election. They look at same of the great corporations as they exist today and "feel publicly' and "say privately" that to break them Into small parts and to set each partic ular part against the other with pros perity for all is a task big enough to test the. ability of any man and any party. Shortly the president's recommenda tions for anti-trust legislation will be given to the public. There are more than rumors in Washington that in the attorney general's office, although perhaps not shared by the attorney general himself, there is a feeling that the administration would do much bet ter if it would attempt a regulating rather than a disintegrating policy, Regulation la the proposal of one of the opposition parties. A resolving Into competitive parts is the policy of the administration, and probably will be the announced policy of the con gressional majority which Is now In power. Compromise will mean a glv lng way to the proposals of the enemy. Separation Into parts, some of the Democratic leaders seem to feel, may moan business disaster. Mr. Wilson la said to have no such fear. Must Conserve Prosperity. The administration, naturally, tor pa triotic as well as political reasons, de sires that the new anti-trust legisla tion shall restore competition while also conserving prosperity. Attorney General McReynolds is at work on sug gestions for the new law bearing in mind constantly that while It is In tended to be a breaking law It la al so Intended to be a making law. The Democrats fear of course that In dis solving the big corporations, prosper ity may be dissolved. They say they think It Is possible that by drastic methods old time Individual trade ri valry can be restored, but some few of them are fearful that the means used may be such as to react on the party which uses them. Admittedly the coming anti-trust legislation Is .a difficult subject, one to be handled delicately and to be looked at from all corners and sides before a final draft of the law Is made. A Republican administration separ ated some of the big companies into their original constituent parts, but there are no Republicans In congress today who have been willing to go on record as saying that competition has been restored. The Democrats say that the Republican law did not complete the actual separation of the corporations Into parts. The Progrea sives have declared for regulation of big business by means of a board sim ilar to the Interstate commerce com mission. Some of the administration Democrats and some Republicans seemingly are inclined to believe that some kind of a compromise may be made by the present administration between regulation of the big compa nies and their actual separation into units unconnected one with another. President Wilson thinks he can-restore competition without hurting busi ness or laming prosperity. He will tell the people In a message early In the winter how he thinks It can be done.
