1 see accounts of so many cases of
i persons burning to death that I am
I constretaffd to offer what I know to
t be a pede t remedy and one that is
1ahiaYs at hand
The instant that one finds fire in
i j the clothing is beyond control the
remedy is to drop on the floor or
ground as the case may be and be
gin to roll over This will not only
smother the fire and put it out but
will save the person from inhaling
k y the flames which are so deadly To
I run is fatal To look for a wrap cf
any kindtakes time which gives the
fire a chance to get such a start as to
either prove fatal or end in badly
burning the victim
I heard of this plan many years
ago and remembered it thinking
possibly at some time I might n ed
it and sure enough my cotton blan
ket bath robe caught fire When I
found the fire was beyond control 1
droppedto the floor and smothered
the fire without the slightest burn
I believe all parents should teach this
j to their children and every school
should impress it on the students

SHAMEFUL ATTACK

Joint Military Committee In
dulges in Denunciation
but Offers No Proof
Frankfort Feb 21Senator E
M Taylor chairman of the Com
mittee on Military Affairs Wednes
day presented report of a State
Guard investigation The report of
the committee says it was embar
rassed by the failure of the State
Examiner to have inspected the re
port of the Adjutant General The
committee began by setting out
that 389000 had been spent on the
State Guard in two years 189000
of it for active militia practically
for the night rider trouble One
item was 10000 to a Hopkinsville
liveryman ror horse hire
The report goes into much detail
as to conditions in the First or
Louisville Regiment It declares
that Col W B Haldeman was a
great success as head of the Louis
ville regiment and recites testimony
to show that the examination was
made difficult EO that no excuse could
be gotten to remove him from that
position It attacks the appoint
ment of Col Grinstead to succeed
him Col Haldeman and his officers
were forced out of office concludes
the report in order that the Louis
I vile regiment might be made a part
of ths Lottiaville Republican political
machine It closed with a denuncia
tion of the Governor land the Re
publican administration
The conclusions the committee
have drawn from the testimony are
FirstThat inmany instances the
Governor violated the Constitution
and the laws enacted in conformity
thereto by sending the State militia
to various counties in the State with
out the request of the civil authori
ties of the county and without the
civil officers having been first in
formed of the need of such militia
and asked to request them and hav
ing failed to do so
SecondThat the Governor violat
ed the Constitution and laws of the
State in refusing to place the militia
of the State when ordered out
under the control of the civil au
thorities and in assuming to control
them as CommanderinChief hold
ing them responsible to orders from
him and to orders from no other per
son or authority
ThirdThe militia while on active
duty were at least in one particular
instance that of the rad on the
lodge at Wallonia Ky guilty of I
most outrageous conduct and the I
Governor Adjuton General and of
ficer commmjingf the militia de
serve the severestr criticism for not
investigating said outrage and pun
ishing tli perpetrators
Fourth A large amount of monby
belonging to the State has been ex
toavagantly expended in the active
service of the militia without any
practical benefit to the State and
the only result a deficit in the State

BURNAM SHOWS THEM UP
Senator Thomas moved that the
report be received and printed
I object to the Senate accepting
this report said Senator Burnam
There is not a line of evidence sub
mitted only the deductions of the
members of the committee It
reads like the arraignment by a
commonwealth attorney rather than
the report of a committee No evi

it to the executive department of I

the report but only to print it and
this the Senate ordered
