The new revenue bill now in
effect increases the old rates very
materially the increase on manu
factured tobacco being 6 cents per
pound
The tobacco rates are 12 cents
per pound onmanufactured tobacco
300 perlOOO on cigars weighing
more than three pounds per 1000
giiOO per 1000 on cigars weighing
Eiiot mord than three pounds per
V1000 and 150 per 1000 on cigar
ettes provided that in lieu of the
two three and four ounce packages
of tobacco and snuff now author
ized by law there may be packages
thereof containing one and two
thirds ounces two and one half
ounces and three and one third
ounces respectively and in addition
to packages now authorized by law
there may be packages containing
one ounce of smoking tobacco
The compromise proviso in re
gard to the taxation of the stock on
hand i as follows There shall be
assessed and collected with the ex
ceptions hereinafter in this section
provided for upon all the articles
enumerated in this Section which
were manufactured imported and
removed from factory or custom
house before the passage of this
act bearing stamps affixed to such
articles for the payment of the
taxes thereon and cancelled subse
quent to April 14 1898 aud which
articles were at the time of the pass
age of this act held and intended
for sale by any person a tax equal
to one half the difference between
the tax already paid on such ar
ticles at the time of removal from
the factory or custom house and the
tax levied in this act upon such
articles Dealers having on hand
less than 1000 pounds of manufac
tured tobacco and 20000 cigars or
cigarettes on the day succeeding
the date of passage of the bill are
relieved from the necessity of mak
ing returns and thus relieved from
the necessity of paying the tax
VESUVIUS
Naval Experts Not Sure She Isnt
Deadly at the Breech
The advocates of the dynamite
gun as a weapon of war are urging
the authorities to bring the dyna
mite cruiser Vesuvius into more ac
tive service where she can demon
strate her ability against fortifica
tions at Santiago and other points
of attack The Vesuvius has on
board three sizes of dynamite pro
jectiles namely those carrying 500
pounds of dynamite 200 pounds and
100 pounds
Some of he naval officers think
the Vesuvius has not trained her
guns upon Santiago thus far be
cause of the feeling of danger which
attends to the handling of these
guns It is said that if a Spanish
shot pierced the Vesuvius and got
into her dynamite magazine it would
result in a terrific explosion and
the wiping out of ship officers and
crew There is a considerable
hesitancy also over firing these
huge masses of dynamite as naval
officers believe that it has not yet
been proved that they will not ex
plode before getting under way
These are some ot the causes
leading up to the lack of service of
this cruiser Thei is a desire
t however to find out one way or the
other what dynamite will accom
plish in warfare and the appeals
Which have been made probablv
will result in bringingthe Vesuvius
into the ranks of the fighting ships
