Tliat Tobacco Bill.
Following is a synopsis of the tobacco
bill now before the Legislature:
. The bill declares that all persons
receiving leaf tobacco for
storage or sale at publio auction as
public warehousemen shall carefully
weigh all packages consigned to them
and mark the weight of package and
after the tobacco is sold and properly
re-coopered, it shallbe'weighed again
- by the same person who weighed it
first, and the proprietor Bhall pay
according to the highest weight, in
cluding the sample, after deducting
the tare weight of the cask.
The making of a false weight is
made a misdemeanor punishable by a
lino of not less than 25 nor mora
than $100, and liability to the party
aggrieved in a sum between $10 and
100. The selling commission of
warehousemen and commission
merchants is fixed at 2 per hogshead,
to be paid by the owner or his agent
in case ol rejection ana no saio. jno
greater condensation may bo charged
than $1 per hogshead, and no additional
charge shall be1 made for
weighing, nor any devico resorted to
by which the price for selling may bo
increased. It is made unlawful for
any warehouseman to directly or in
directly charge the seller or owner
anything by way of commission or
otherwise for paying him tho money
for which his tobacco is sold. It is
also made unlawful for any warehousemen
to pledge or hypothecate
any tobacco shipped to him or stored
with him or to. Issue any warehouse,
receipts for such tobacco without
consont of tho owner, and if ho does
such pledge or receipt shall bo void,
provided that tho bill does not apply
to pledging or hypothecating by tho
warehousemen to tho extent of any
sum advanced by him to tho owner.
OlaimB for reclamation shall bo
made within ninety days after salo
unless tho tobacco is exported to
foreign countries, in which case they
must bo mado within six months
after sale.
A penalty ia provided for nesting

or In case of rejection
by either the buyer or seller, tho
party rejecting shall only bo required
to pay the fee for tho hogsheads,
bales or boxes reiectedbv him.

Elected Lecturer.
Tho Kentucky Parmer says: The
Hon. Barry South was elected
Lecturer of the Seventh Congressional
District. Union, at Lexington, last
Tuesday, and in a few dayswill eo in
prepared for permanent work. His
election means an active and progressive
future for tho order, and by the
time Baary South gets ovor tho dis
trict there will be no inquiring if tho
order is still alive. But the grand
ohorus will sound:
"As wo go marching along."
