The time will soon be at hand when our county, will be redistrictod and as we, I believe, are only entitled to eight magisterial precincts, we say let the city limits of Frankfort constitute two jprecinots, and give three precincts to each side of the river, dotting the whole with voting polls at every cross roads, country store, blacksmith shop and school house, that is convenient to the voters, ,and there will be no lack of full votes at every election. I believe it is the desire of every one except the bummers that the bill offered by the gentlemen -from Louisville, governing primary elections, will be made a law. The reason: simply because it is hard to tell when we had a real genuine, honest. Dure election, and if this bill becomes a law it clips the wings of the moneyed and ring candiuates, and puts all on an equal footing, the winner will be thepeopfe's choice it cannot be said he bought his election or office. It is a sickening sight to see, on an election day, whites and blaoks being bought and sold like so many hogs on the streets, and as long as this Is allowed to go on we cannot expect anything else but fraud, ring rule and jobbery; for he who buys his office iB bound to get his money back, and ho will get it back, how? By some process that is called legal, no doubt. Therefore take away from the candidate his chances of buying office. Make the penality so severe that he dare not even hint it, and then good men and true, who fear will bo ready to offer themselves. Resolved, That it condemns in strongest terms the purchase of votes, the theft of the poll-books, the demoralization of the Police Commission and police force, tho increase of city debt, tho looseness of city administration, the lack of moral obligation in the discharge of duty, evident on every hand, the defalcation in the Oity Treasurer, and drunkenness in high places. Resolved, That it appeals to the citizens and the public press of the city for that elevation and expression of public sentiment that will condemn and actively seek to prevent thesS corrupt and demoralizing practices that are injuring our people at home and our reputation abroad; and we deem it the urgent duty of the Grand Jury to investigate and indict every offender against honest elections, against the sanctity of the poll-books and the laws of the city.
