Miss Hannah limes Had a Re-
jnarkablo Experience With
Her Horse
Miss Hannah Innos went to Louis
ville Monday to receive treatment for
an injury sustained several weeks
ago by a fall from her horse She
was seated in the saddle when the
animal in an effort to dislodge her
- began to rear and plunge The
jluoky young lady instead of becom
ing frightened and screaming for
lelp endeavored to force the horse
along with her whip whioh so en
raged the brute thac he deliberately
set to work to throw her by repeated
dashes sudden halts high leaps
kicks and quick turns from side to
side Failing to accomplish his pur
pose the animal stood straight upon

his hind legs while Miss Innes braced
herself in the stirrup and clutched
his mane At last in desporation he
laid down on the ground and began
to kick and roll from side to side
when the brave rider was pitched
forward to the ground on her face
aoross the saddle and received it is
feared internal injury whioh though
painful will probably yield to skillful
treatment The strange part of the
-occurrence however is the evident
remorse the horse experienced for
his ungallant conduct After run
ning riderless at a break neok speed
for a mile or more he came back to
the spot where he had thrown Miss
Innes and found her still lying there
helpless and alone As he actually
Seemed bent on her mounting him
again she contrived to pulled her
self up to his back when he trotted
off and oarried her home at an easy
and gentle pace

dty was a depositor in the Kentucky
National Bank whioh failed in Louis
ville Saturday and returned to that
city Saturday evening from a two
weeks vacation in the mountains of
Virginia to And his individual
funds together with a considerable
portion of those of the Utica Limo
and Cement Company of whioh or
ganization ho is tho cashier locked
up in the defunct bank Wo are glad
to say however that neither will lose
anything as tho assets of tho bank
are ample to cover its indebtedness
Elder S S Beaver of
ville Juniatta Co Pa says his wife
is subjeot to cramp in the stomach

THE CITY CHARTER
The Powers Delegated to the
Common Council and Duties
of the Executive
Sec 29 The council Bhall have
power by ordinance
1 To levy and collect taxes upon
all property franchises and privileges
taxable for State purposes
2 To appropriate money and pro
vide for the debts and expenses of
the city
3 To prevent bj quarantine laws
the introduction of contagious dis
eases into the city
4 To establish and erect hospitals
alms houses work houses c and
to acquire and hold land for that
purpose
5 -To provide tho city and inhabi
tants with water light power heat
and telephone service by contract or
by works of its own and to make
regulations therefore and fix prices
to private consumers
G To establish and maintain fire
companies
7 To open alter abolish widen
extend establish grade pave or
otherwise improve clean sprinkle
and keep in ropair streets alleys
lanes avenues and sidewalks to ereot
and keep in repair bridges culverts
sowers gutters and to provide for
the erection of all buildings for the
use of the city and to make appro
priations for che same Tho council
may construct reconstruct maintain
alter repair or ohange a system of
sewers either by general taxation or
at the cost of the property owners
If constructed at the cost of the
property owners of said oity the
city shall be divided into not less
than three nor more than nine dis
tricts as nearly equal in area and
population as possible and not less
than ono district shall be sewered at
one time The cost of sewering a
district shall be apportioned among
the property owners of said
district ratably according to tho
superficial area of said property
owners holding in the district After
the engineer has made the estimate
and apportionment of the cost to
each lot owner and tho council has
approved tho engineers report of
same it becomes a lion upon tho
property bolonging to tho property
holder in the district and if not paid
may be collected by a suit in equity
nVid a sale to enforce tho lion Tho
cost of sewering intersection shall be
paid by tho city
8 To lioonse tax and regulate tho
sale of ardent liquors in tho oity and
within ono mile thereof
0 To license tax and regulate car 1
riagoB carts wagons drays and all
other vehicles and to fix the rate to
be oharged for carrying of persons
ana property within ana beyond the
oity limits
10 To lioonse tax and regulate
theatrical and other exhibitions
11 Tho oity Bhall raise a revenue
from advalorem taxou and a poll tax
and license foeB and the counoil is
empowered to provide by ordinance
oaoh year for tho assessment of all
real and personal estate within tho
oorporato limits thereof subjeot to
taxation for Stato purposes and shall
levy an ndvalorom tax on same not
exceeding tho rato and limit pro
sorlbod in tho constitution and for
sohool purpose not oxoeodingBO oents
on oaoh 100 or suoh portion of the
poll tax or license fees as the council
may designate to levy a tax not ex
ceeding 160 on each adult male in
habitant thereof and may impose
license foes on stock used for breed
ing purposes on franchise traded
occupations and professions and pro
vide for tho collection thereof
12 To prohibit and suppress all
gambling houses and baudy houses
and tho selling displayingor exhibit
ing obscene pictures and literature
13 To regulate restrain or prevent
any trade occupation business or
manufactory offensive to the public
or dangerous to health or in causing
or producing fire and to regulate the
sale of fire arms and to prevent the
carrying of concealed deadly weap
ons
14 To regulate tho storage of gun
powder tar pitch resin salt petre
I c or other imflaraable material
I and the use of lights furnaces c
I in all sorts of buildings and the sale
I of fire crackers fire works and toy
pistols

beef pork flour meal and other pro-
i visions oil whisky and other spirits
20 To regulate tho inspection of
milk butter lard and other pro
visions the vending of meat poultry
fish eggs vegetables fruits c
21 To impose tines forfeitures xc
and terms of imprisonment and pun
ishment of all riotous and disorderly
persons or other disorderly or unlaw
ful assemblies
23 To regulate or prohibit the
erection of wooden buildiugs in such
parts of said oity as may bo deemed
proper
24 To regulate tho construction of
all buildings with a view to safety and
adequate means of escape in case of
fire
25 To oblige owners occupants
and agents of any property consider
ed dangerous to have the same re
moved or repaired
26 To establish license tax and
reeulato ferries and fix ferry rates
27 To regulate tax license or sup
press the keeping and going at large
of all animals within the city
28 To provide for inclosing im
proving and regulating all public
grounds belonging to the oity
29- -To improve or reserve the nav
igation of any navigable river within
or adjoining said city
30 To erect repair and regulate
public wharves docks and landings
31 To regulate the stationary an
chorage and mooring of vessels or
rafts
32 To acquire and maintain public

33 To close all places where ar
dent liquors are sold on election days
34 To grant the right of way
along over or across tho streets
alleys and public grounds of the city
to any railway gas water company
c for a term not exceeding twenty
years Before granting suoh fanchise
iiu advertisement for bids must first
be mado and tho franchise awarded
to the highest and best bidder The
city shall reserve the right to make
the company conform to any ohange
or altered grades of said streets and
public grounds to pay the cost of
paving or improving between the
rails and for a reasonable distance on
either side to make culberts beneath
The city is also to reserve many
rights in regard to raising or lower
ing pipes wires placing them under
the ground to control all the streets
c as the publio good may require
All such grants shall expire and be
come void unless a bona fide organi
zation shall have taken place and
business prosecuted thoreunder in
good faith within one year from the
date thereof The provisions as to
advertisement and bids and limit of
grant to twenty years shall not apply
to tho right of way of a trunk rail
way
35 To establish a board of health
36 To establish a board of sink

sist of the Mayor and two other per
sons not city officers to have the
samo qualifications as councilmon and
be appointed by the Mayor and con
firmed by tho council Thoy shall
hold office for four years without

Sec 32 No person shall be eligible
to be Mayor who is no eligible to the
office of councilman except as to
residence in any particular ward
Sec 33 He shall preside over the
council decide all questions of order
and in case of a tie shall cast the de
ciding vote During the sessions of
the council he shall have power to
punish for contempt the same as a
circuit jndge may issue subpeenas
writs and compulsory process for the
attendance of witnesses andthe pro
duction of books and papers before
the council or any committee of
the board and to enforce same by ap
propriate fines forfeitures and pun
ishments
Sec 34 In case of the absence or
disability of the regular judgo he
shall designate some person to pre
side over the police court
Seo 35 He shall see that the laws
and ordinances of the city are ob
served and enforced
Sec 36 He Bhall appoint with the
consenb of the council all policemen
and remove them at pleasure and
designate one to act as chief He
may summon into service any citi
zen when necessary to enforce tho
law He shall also in case of emer
gencyand for a period not longer than
three days at one time have power
to appoint special policemen
Sec 37 All commissions of police
men shall be by the Mayor and run
to the 31st day of December They
shall be the peace officers of the city
and have a jurisdiction co extensive
with the city and one mile beyond its
limits
Sec 38 Ho shall have power to ad
minister oaths
Seo 39 He shall keep the council
advised as to the condition of tho
city and recommend to their consid
eration such measures as ho may deem
expedient
Sec 40 Ho may upon the written
request of a majority of tho members
call a spocial meeting of the council
Sec 41 He may at any time require
information from tho officers of the
oity
Seo 42 Ho shall annually require
of the officers a detailed statement in
writing of tho business and condition
of then respeotive departments
Sec 43 Every ordinance resolution
c appropriating or involving the ex
penditure of money and every grant
of any license franchise c shall
within threo days after its final pass
ago be engrossed by the clerk and
prosented to tho Mayor for his ap
proval If he approve samo ho shall
sign it If he shall not approve same
ho shall return It with his objections
in writing to the counoil and it
shall be reconsidered by the counoil
and not take offoct unless it be again
passed by a voto of two thirds of the
members elected voting for it the
yeas and nays being called and en
tered upon tho journal If Mayor
fails to return a measure as herein
provided It shall take effect from tho
