Washington March o The democratic
members of the senate committee on the
Philippines today agreed upon a substi
tute for the Philippines Government hill
to be offered by them U provides that
subject to provisions which arr et forth
the United States shall relinquish all
claims of sovereignly over the Philippine
archipelago but that the tnited States
shall continue to occupy and govern the
archipelago until the president thereof
shall have established government and
until sufficient guarantees have been ob
tained for the performance of our treaty
obligations with Spain and for the safety
of those inhabitants who havr adhered
to the United States and for the mainte
nance and protection of all lights which
have accrued under the authority thereof
A constitutional convention is provided
for the members of which are to be elect
ed by voters who speak and write English
Spanish or any languages of the archipela
go This convention is to number 100
persons and is to meet in Manila not
more than a year from the close of hos
tilities in the islands This convention
is to form a constitution and organize
such government as they may deem best
adapted to promote the welfare and se
cure the peace and happiness of the in
habitants of said islands Provided that
said convention shall provide hy an or
dinance irrevocable without the consent
of the United States
1 That there shall belong to the
United States and continue to be the
property thereof auch lands and waters
that the president of the United States
shall designate to the said convention for
naval military and coaling sections and
terminal facilities for submarine cables
the same Io continue under the control and
sovereignty of the United States
To carry into effect the treaty ob
ligation of the United State with the
kingdom of Spain and for thr mainte
nance and protection of all rights and
property aoquired under the authority of
the United States
i That no inhabitant of said archi
pelago shall ever be molested in person
nr property on account of his adherence to
the United States
It ia then to be the duty of the presi
dent of the United States to iasue his
proclamation declaring the independence
of the psople of the archipclngo
The president is authorired and re
quested to negotiate an agreement be
tween the United States the Philippine
archipelago and Great Britain Germany
Prnncc and inch other powers as lie may
deem best providing for the perpetual
neutrality and Inviolability from alt for
1 cign interference with tho territory of
the archiptlago and also for equal op
portunities for trade between the archi
pelago and foreign countries
Full amnesty is granted to all the in
habitants of the islands on account of
political offenses and the bearing of arms
against thr United States
Within sixty days from the election of
officers under the Philippine constitution
and their inauguration the president is
to cause the armed forces of the United
States to be withdrawn from the arthi
pelago as speedily as possible

from various parts of the State show that
a heavy vote was polled today in the demo
cratic primaries for United States sena
tor governor congressmen State and lo
cal officers The contest between Sena
tor Jsmes K Tone and exGovernor James
P Clarke for United States senator was
uppermost and served to draw out the
full voting strength The polls closed
at 7 oclock this evening and the tedious
work of counting the long ballots began
A Urge number of the small precincts will
report bv midnight T riends of both sena
torial candidates at their respective head
quarters tonight are awaiting the returns

Governor Clarkes headquarters tonight It
is claimed that he will have eightysix
members of the legislature or nineteen
mote than necessary on joint ballot for
United States senator This claim is
disputed at thr headquarters of Senator
Tones The earlv returns are favorable
to Clarke and his friends claim a victory
for him with apparent confidence Re
turns are coming in slowlr but all indi
cations are that tiovernor Pavis runs
ahead of Clark and that Davis defeats
Colonel K W Rector for governor by a
good sued majority
At 10 oclock tonight It w s stated at
Senator Tones headquarters that tho re
turns were still too meager to justify
claims on either side At the Clarke head
quarters no ehnnge was made in the es

gers increased their estimate to ninety
votes on joint ballot advices indicating

ments wfll be announced but there is no
doubt that the president has made up his
mind so far as the two men named aro
concerned and that thr chances are de
cidedly against his changing it Colonel
Houston who formerly lived in North
Texas is a son of General Sam Houston
and the president is esidently of the opin
ion that thr son of such father could
not be aught but faithful to a public 1

the Eastern district to fill the vacancy

be the lucky man

in political parlance as charges havo
been filed against Marshal John Grant of
the Httslctn district of Texas and that
they have hern considered by the prcsi
dent during the past day or two It is
said that from a civil service standpoint
these chaiges are of a ery serious na
ture So serious in fact that the presi
dent may see fit to remove Dr Grant and
put some one else 111 his place In fact
