POSTSCRIPT. Boston, May 5. LATEST FROM ENGLAND. The Mary Catherine, at this port, «*Ued from Liverpool April 8th. The r0 -pectof war on the Continent re joined as before. The British stocks „ere at 704 on the 4th. parliament adjourned on the od to the 17th of April. On the 1st, leave criven to Mr. Robinson, President of the Board of Trade, to introduce -mu for regulating the intercourse be tween the British West India Colonies d other parts of the world. The fea tures of the proposed bills, it is said, were to increase the intercourse of the colonies with foreign nations, and to rut them upon a footing as favorable Lthe new independent colonies of oth er powers. The commerce to be carried on in British or foreign ships, those ships being described as ships built in the country and navigated according to the laws of that country. In this way, exports from the colonies and imports to them from the continent and Islands of America, would be carried on in fo reign and British ships. If any differ ence were attempted to be made, the only consequence would be that foreign powers would make the same difference with respect to British ships. The agricultural committee of the house of commons made aD extended report on the 1st of April, upon the measures to be adopted affecting the distress of the coun try. They recommend, that the. farmer should be encouraged to warehouse his grain, and that while the average price of wheat should be under 60s. the govern ment should advance two thirds of its va lue, upon all corn so warehoused, the loan advanced bearing an interest of 3 pr cent. The period of deposit to be 12 months. There are 897,136 quarters of foreign grain now under the king’s lock, which they recommend should be permitted to be ground and exported for sale, so as to relieve the home market. The committee disapprove altogether the plan ot affoidiog relief by granting loans to parishes on the security of parish rates. They maintain that restriction on importation of corn ought to continue until the average price of wheat should amount to eighty shillings, and they recommend some modification as to duties in case of importation. TURKEY AND RUSSIA. A letter from St, Petersburg dated March l C—contained in the Globe of April 3, ob serves, the question of war or peace^de [ pends upon the uegociation of M. de 1 at lscheff at Vienna. This diplomatist is en trusted with the particular confidence ot I the Emperor Alexander, and has very full powers to hasten the negociatioo, without \ the constant sending of Couriers back 1 wards and forwards between Vienna and St Petersburg, a distance of 600 leagues The Russian Cabinet demands a speedy and categorical answer- The march and r- maintenance of 150,000 men on the war establishment, has caused extraordinary expenses quite disproportionate to the re venues ot the empire. The Austrian and English ministers at the Russian Court, have declarrd ihe neutrality ot those pow ers in case of war- And the Russian Cab* inet does not seem convinced ot the suc cess of the negotiation of the two media ting powers, and the preparations continue with the «arne ardour. Orders have been sent to the commanders in chief and com manders of corps to be ready to attack up on the first signal. The roads were still impassable for artillery, andfthis difficulty alone it is supposed has retarded the open ing ot campaign. •Paris, April 1. Letters received in Paris from Constan tinople, dated the end ot Fehruary, an nounce that on tbe25tn ot the same month the Porte held a grand Council at which were p-esent the Commandants of the .la nissarie«, and the Chiefs of the Corpora tion ot the Metropolis. On the following j day some tumults were raised* which were ; only appeased by the rigorous orders of the government. It is affirmed, that alter the suppression of those commotions, the Reis Etfemii delivered to the Ambassadors of the Allied Courts a Note, which is not I so satisfactory as had been hoped, and which does not justify all the hopes wh ch bad been excited by precediog commum eations. St. Petersburg, March 9.—We expect that the new tariff will soon be published, by which it is probable that trade will be Tendered more brisk, an extraordinary stagnation having arisen from the incredi bly great importation, and the want of sale caused by the difficulty ot communication with the interior, from the mildness of the winter. The frigate Potomac was yesterday hauled tip to her destined site, on the new plan inven ted by Commodore Kodgfrs. The success of the experiment has been complete ; and it is a matter of so general an interest, that we shall endeavor, in our next, to give such an account of it as may aiTord our readers an idea of its ad vantage. Extract from the act to remove nuisances, to preserve the health ot the inhabitants of the town of Alexandria, H Sec. 14. BE it enacted, That the per sons living on paved streets shall clean the foot ways opposite the property they occupy, and shall moreover wash such footways every Saturday Irom the first day of May until the last of September, unless prevented by the weather. Any inhabitant who shall not perform the said duties, shall for every neglect forfeit and pay thirty three cents. No person shall throw or cause to be thrown down from any cart, waggon or other carriage, or in any other manner, any rubbish, litter or dirt on any street, public lane or alley, and suffer the same to remain for more than twenty lour hours, except in such quantities and in such places as may be allowed by the superintendent of police: Provided, that any person desirous of de positing on any street materials for build ing, shall apply »o the superintendent of police, who shall appoint a proper place and assign a reasonable space for the de positing said materials.
