Each person offering, must forwrrdan obligation signed by two persons of responsibility, known to some Navy Agent, or Officer of the Government at Washington, binding themselves to 'he execution of a contract, should such person’s offer he accept ed. y Bond* to one-half the amount of the contracts which may he made, with two g >ed and sufficient sureties, will be required lor their faithful execu tion, in addition to a deduction of 10 per cent, from all bills which may be approved and paid before the completion of the contracts, which will he retained until they are fully completed in all respects, ac co-ding to their terms.
