To conic tlieie'ore to the aid of the Enquirer and tfie Demoi r.itie parlv, if ihryvvill act i-rpt of services so liuiuhle, we, tlie' undersigned, have resolved lo estshli.-h sootier Democratic paper in the city of Riclinn ml. To this design we have, been instigated chiefly bv the press'll? and frequ nt solicitations of irtany oY the wisest and most influential members of the Den o cratic party, and to its support we invoke the uid of our poiiical frientls, not « nly in Virginia, hut throughout the Union The press is a tow. r of strength, and to the iiiaint nance of our political principles we should eh. < i fully contribute our nu n tal powers and oui pecuniary menns. In this Journal we will endeavor, with wliut ability we may. lo sustain the principles and doc trines of the Republican party in then pii-tine pu '.."y- Dt'erly repudiating all Agrarianism and Radicalism, a- destruriive of the most valuable so cial institutions, ami worse than Federalism itself VMUI WHICH limecti wc will 11. .1 pictcnu t.« C. in pa i v it, wo will advocate a limited construction ol tlic Constitution or the United States, believing that the plain and obvious meaning of its context, .'r raids fill as much power t<. the Genera) Government, as it m either wise or polit e to bestow upon it. wiiri. men are secure in the enjoyment of per snnal lib*Tty and ill? product oT their labor, the ac tivc promptings -.1 individual ini.-r.-t ensure a much better investment of labor nml c apital, than can be obtained by any system dev is. .1 for the pur pose of diverting it Tom its natural into artificial channels. Wc shall, thcref.-re. oppose a Tariff fur protec tion, not only her .me it is unconstilu ttonal, hut because it is in the highest decree un wise and impolitic. Accountability is the great check upon human depravity, and Corporations aro corrupt because • heir inambers arc individually irresponsible: they are, theieforc, to bo opposed upon general princi ple*, and only In be tolerated occasionally as ne cessary evi's. In the Const tution of the United States, we find no war-ant or authority to establish nnv of them excrescences upon die body politic; end in the shape of a Hank, we hold dial the pow er Would he peculiarly dangerous and objection able. We shall alwav. oppose tlie exper di»me of u..l sums upon local objrcs, as being not lc.<- nuu ise, because the fund is always 'ailly administered,’ wanting the vigilant oye ofindi-idn I interest; Hid unjust, because it lays violent hands upon the acquisitions of the minority, to be expend.„.t f..r general and necessary purpurea, but for local and individual > m ilumcut. In short, we c.-teem the Government of ‘he Uni ted State* a c caturr of the sovereign Mates of il is Union, instituted for puticular pmpo-.s, which cannot be transcended without the most imminent ■’auger of overthrowing that Union, which it was the boast of our am esters to have erected, and which i- should hi*, our pride, a* it is our interest, to pr< serve Although these arc our own particular views, v c are. by no means so b.gutted, or so illiberal, a's t.. exclude all itlieis from our columns. Our politi < al opponents shall always he welcome, provided their arguments arc presented in an able and re spectful form ; all we ask. is the opportunity of re Ttttng them. With rig A/ on our side, we are pre pared to coconut- r anv comer, t o matter what weapons he wields ; such is our faith in truth ent bndje.l, as we believe it to be, in the principles of the Republican Patty. Although the political will be. the chief, it will not he the only feature of the paper. To the coun try pap.-r an Agricultural department will t e add ed, which it is hoped the experience of one of the Editors, in that particular line, will enable him to make pat ticnlarly acceptable to the farming com munity.
