Bill- Its Provisions.

Raleigh, N. C, Feb. 21.?A bill was
introduced In the House to-day to
strike out tho colleges which own stock
in trusts l>y withdrawing the exemption
of their property from taxation.
The House in committee of the whole
considered the revenue bill and fixed
the poll-tax at $1.20. the general State
tax 21 2-.'! cents, the pension lax 3 1-3
cents, and the school tax at 12 cents.
Total, 43 cents.
JIM CHOW CAR BILL.
The feature of the day was the debate
on tho Jim Crow car bill, which lasted
over three hours. The substitute bill
proposed by the committee was adopted
with a few amendments, it requires
separate and equal accommodations for
whites and negroes, with a Aral-class
car for each and a second-class car, di?
vided by a partition, and there is to bo
left to the discretion of the Railway
Commission to exempt roads, whose
gross earnings are not over $1.500 per
mile, provided that on such railways
there shall bo separation of both races,
and It Is mail,? the duty of the Hall?
way Commission to pre],.ire and adopt
all necessary rates for carrying this
regulation Into effect, and railways can
b-' excepted on which there is no negro
travel.
EXCEPTIONS.
Fullmnn or sleeping cars, through ex?
press trains not stopping at local sta?

cepted; and negro servants traveling
with employers, and officers traveling

ing at 2 o'clock. Mr. Harrow was in
the 74th year of his age. The remains
will be interred in Cedar Qrove ceme?
tery with Masonic honors to-morrow

old landmarks are passing away, until

Mr. J. R. McBullan, of Elizabeth
City, is in town on a short visit. Mr.

Tho remains of Judge J. W. Albert
son, of Elizabeth City, arrived here
day and were interred in Cedarwood
cemetery with Masonic honors.

The gift of a Buddhist temple to tho
Ntngpo Methodist Mission is an unpre?

tory of missions. The villagers were
not only willing it should he used as
a preaching hall and school, but would
convey it by legal deed of gift. The
British Consul pronounced tho deed
legally valid. In addition to the tem?
ple and its demesne, twenty-two Chi?
nese acres of land have also been con?
veyed.
A movement has been inaugurated ta
have the first annual reunion of the
Rough Riders of the late war held at
El Paso, Tex., because that city fur?
nished a great number of the riders.
Governor Roosevelt has notified ex
Governor Prince, of New Mexico, that
he will visit that Territory this year,
and while down In the great South?

EllxAbelh City, N. C, Feb. 21.?Judge
J. \V. Albertson, one of the oldest ami
brightest members of the Eastern
North Carolina bar. died at his home
here of pneumonia Sunday, on South
Road street, at the advance.l age ot
seventy-five years.
He leaves a wife and flvo children,
the Misses Minnie. Katharine and Mitt?
ele Albertson, who ministered with
faithful and loving hands unto a good
husband and a loving father to the
last; and J. \v. Albertson, Jr.. of Tar
boro, N. c, ami Thomas C. Albertson,
who enlisted in the army during the
recent war. nnd Is now stationed In
Havana, and a host of friends, at this
and other place.?, to mourn Iii? demise.
Judge John W. Albertson was born
in Pcrqulmnns county, where he was
raised, ami after "entering the bar pur?
sued his profession until just after the
war, when, thinking this a tietter Held
for his labor, located here, lie had
been here but a very short time, when
his worth and ability were recognised
by bin be ing made Solicitor of the First
Judicial District, which office he tilled
with distinction. Upon Judge C. C.
Pool's resignation he was appointed Su?
perior Court Judge. The expiration ot
his term in tins office was followed by
the mayornllty of this city, and after?
wards he was made United States Dis?
trict Attorney, nnd n few months be.
fore his death he received the appoint?
ment of Referee in Bankruptcy for this
; dfstriet. Ills true sense of justice and
Impartiality In all these offices won
him lame and friends which will not
be forgotten soon.
The funeral took place at the Epis?
copal Church Tuesday morning at 10
a. in., where a large concourse of peo?
ple gathered to pay the last tributes of
respect to an honored citizen, after
which the remains were escorted to
