annual Council of the Protestant Epis?
copal Church in the diocese of South?
ern Virginia, found a sweltering day
for its opening session. At 10 o'clock,
the hour for the opening service, at
the Church of the Epiphany, the mer?
cury In the thermometer was playing
around in tho nineties, and as the min?
isters and laymen gathered in the ves?
tibule of the church and about the
front door, fans, to create a breeze,
and 'kerchiefs, to mop the perspiration
from perspiring brows and leaking
bald-heads, were mueh In evidence.
MANY DELEGATES.
However, the one hundred and forty
odd delegates were promptly on hand,
and they came with a business ait
hanging about them, and evidently de?
termined to make the seventh annual
council one of interest und profit to the
church.
There was a short confirmation ser?
vice at S:30 o'clock, when Bishop Ran?
dolph confirmed a small class.
At 10 o'clock nil, or nearly all of the
delegates, were in their seats, and be?
yond the Council bar was a lai'ito con?
gregation of Danville people and visi?
tors.
At 10:30 devotlonrl services were
commenced, being conducted by Rev.
T. M. Carson. D. D., of Lynehburg:
Rev. B. D. Tucker, of Norfolk, and
R. v. J. Cleveland Hall, of Danville, as?
sisting.
ANNUAL, SERMON.
The annual sermon was preached by
Rev. W. Q. Hulllhen. of Staunton, from
the text. "But, beloved, be not ignorant
of this one thing, that one day Is with
the Lord a? a thousand years, and a
thousand years as one day," 2d l'eter,
3d chapter, 8th verse.
The theme was the brevity of human
life as compared with eternity anil the
j eccssity of using the short time al?
lotted us for the glory of God and the
good of man. At the close of this ser?

Bishop Randolph called the Council
In business session, nnd the roll-call
showed a very largo attendance of both
clergymen and laymen for the first
day's session, and a quorum of both
orders being present, the Bishop de?
clared the Council rt-KUlarly opened,
organized and ready for business.
After the announcement of the usual
standing committees, Judge Martin
submitted a financial report which was
referred to the Finance Committee. On
motion of Mr. Charles L. Holland, the
hours for meeting were fixed as fol?

of "Winchester, sons of the late Rev.
George W. Dame, D. D., who for more
than a half century was the beloved
rector of the Church of the Epiphany.
RADICAL CHANGES IN CANONS.
Mr. Hall read the- report of the spe?
cial committee appointed at the last
council, recommending radical changes
In canons 7 nnd 14. This report was
made the order of the day for 12 o'clock
to-morrow, and on motion of Horw?1?_
E. Withers, of Wy.thevllle, tho resolu?
tions of the committee were ordered
printed for the use of the council. This
report will, doubtless, cause more dis?
cussion than any other question to
come before the council. At 1:30 the
council adjourned to meet at 9:30 to?
morrow morning.
GENERAL SERVICE.
A general service was held to-night
at which able addresses were made by
several clerical delegates on the work
in the diocese during the past year nnd
the outlook and responsibilities of the
coming twelve months.
