This was a euit by Ball against the brewing company for personal injuries suffered by him by being rim Into by a team of the company whilst he was ruling a bicycle. Tin re was a verdict and judgment in the lower court for the plaintiff for $l.'?">. ami defendant appealed. The Cotirl says: Among tin- instructions given to the Jury was the following: "The law re? quires thai persons who meel on the highway shall keep to the right. It simply .means LhaJ b:s duiv is m u-en to the right, unless he has some warning to Indicate to him that he must take som ? other course to protect himself or to avoid injury to others." The case on trial Involved a collision of n bicycle ridden by Ihe nppcllcc with one of the horses drawing the appellee's wagon, and driven by its servant, upon a pub lie highway. The Jury would under? stand the Instruction to relate to the meeting of such vehicles upon the high? way.1 to Ihe rule that each <>f them should keep to his own right hand side of the other. With such understanding there was no available error In giving the Instruction. Among the Instructions asked by ih'- appellant, ii ml refused, was the following: "The law of the road, renjulriug people in towns travel? ing on highways to turn lo the right, tines not apply lo crossings." The str.- is of tho old four wards of the city were very th iroughly Inspcct ed and found to be in excellent condi? tion. Tlic street department h is forty carts at work, and these are removing garbage and n< ral di bris at the aver? age rate of eight ! a Is eu< ii per day. There are als.? three gangs of hoys at work, twenty in all. in charge ot three men, removing grass and weeds. They are doing very good work and are making good progress. The men are all w irking hard and de? serve much credit. The trash that is coming out of back yards all over the city is surprising and Indicates tli.it a: thorough cleaning up was one thing , much needed. BACK YARDS. One tiling that now demands prompt attention is the cleaning up of the rank weeds and grass in back yards ?and vacant lots. This work can be be? gun to good advantage within a stone's throw of the Armory building. Here and there all over the four wards are premises that are foul with rank vege? tation and where th" sun does not get a chance to dry up the surface. HENRY STREET. One of the localities most c unplaln ed of Is Henry street. The ? wdltlons there are much improved, but much re? mains to be done. This is no fault of' the street men, but of natural condi? tions and Imperfect drainage. Disin? fectants are being- used In the gutters there and elsewhere, where the ground is low and water-soaked. The ditches along- the East factory al side and rear deserve attention. Mr. East was interviewed and admitted that conditions there were bad. but said lie was ready and willing- to do any? thing- the Hoard of Health would deem proper. At the same time he express? ed the opinion that the Ocean View Railway Company should take hold there and abate the nuisances, as the street mis practically monopolized by its tracks east of the Ocean View de? pot. DlSEASE-BHKUPl NT. SPOTS. Several disease-breeding spots ' were noted, but the two that seem mos: threatening are the duck pond and marsh on the block bounded i?y Charles, Chapel, Calvert and Henry streets. This is owned by the Turner estate. The stagnant water there looks bad. There Is another bad marshy spot on Chapel street, between Mosely and Cal? vert streets, the property of the White estate. THE DAW DISK ICO A It OED. The Inspection trip showed that the law against throwing- vegetable refuse in the streets is quite generally disre? garded. INSUFFICIENT TRASH RECEPTA? CLES. Another thing- disclosed w as that hun? dreds of people are using- as trash re? ceptacles cans, barrels or boxes much too sniall. When tie- receptacle is tilled, more garbage is piled all about it. This is a violation of the law. I^itRer re? ceptacles would facilitate the work of collection. CARPENTERS AND JOINERS. THE NEW UNION HELD AN IM? PORTANT MEETING LAST NIGHT. A meeting of the new organization of the carpenters and joiners was held last night at Bricklayers' Hall, with ilfty clghl members present, and President J. T. Blick In the chair. The meeting was a very enthusiastic one. Money was raised to send to Phil? adelphia for a. Charti r and outfit. This will reach Norfolk about the middle of next work. This new local union will begin next Friday night to hold regu? lar weekly meetings at Bricklayers' Hall. Several new members were ad? mitted last night and the union now has a membership of sixty-two. Prospects are that the union w ill grow rapidly. At tie- next no.-ting some ac? tion will be taken in r< fi rencc to par? ticipation in the Labor Day celebration. It is hoped that ['resident Lloyd, of the Unit.-d Brotherhood of Carpenters and Joiners ..f America, will be in Nor? folk about the latter part <d* August, and it is expected that he will install the officers of the ie w union. Mlernry Kote?, The special summer number of the Pall Mall Magazine, published on the ISth of July, contains many articles and stories of exceptional interest, among which are the two following titles: "An Epidemic of Kissing." An article of quite unique interest has been written by Professor Lombroso, the great In? dian psychologist, It deals with the "kissing tour" of Lieutenant Hohson, of tie- Morrimac, from ;t pathological standpoint.
