No one who reads the opinion, however, can be greatly at a loss as to which wing of tbe church has the per sonal sympathy of th - Judge. Our Constitution was framed for the whole peo ple. It is tbe organic law which governs not municipalities, but the jnopte of municipalities, and as such, ought to be beyond the reach of municipalities to control. Tbe Council, as now constituted, are elected by the people, on a gene ral ticket ; and a small town with one hundred voters cannot neutralise the voice of a town with ten thousand inbabitautn in selecting the Coun cil.
