That tho democrats should light the elec

parts of tho political machinery of tho
country is truly surprising. Tho latter
class havo been deceived by the gross, un

i f the menmro on the part of its oppononts.
No bill was ever noise belled. It is no
moro a Jun e bill than any other law; but
"force lull" Is the bot term applied to It by
its oppononts. It is described ns an arrange
ment for driving democratic voters from
the polls by L'nitod Stntos bayonets; ns a
plan for carrying elections iu the Southern
States, not by votes but by dishonest, parti
tan returning boards. Tho very wrongs it
is designed to correct havo been ascribed to
it and it would bo hard to imagine any
thing bud that could be said about a public
measuie that hns not been said nboiit this,
Falsehood nnil prejudice appear to havo
carried tho day against it. Of course the
long delay In bringing tho matter to a de
cisive Iksuo in the Seiintc, has told against
the bill. If it bad been pressed to u vote
during the first session ot this Congro.-s,
under a closure rule such ns tho Semite
will yet havo to adopt tjr else abandon all
pretense of mnjority rule in that body it
would be now n law and would enable the
lepublicnns to go Into tho next nntionnl
campaign with u fair prospect of breaking
into tho "solid South" and with much
gi eater chancei of national success than
now siem to be possible. That very grave
possibilities of ili'uMer to tho republic may

of the failure of tho clibrt to secure repub
