Foreign Advertising Representative 1 THE AMERICAN PRESS SOC! \T1QN SATURDAY, MARCH 5, 1921 PRESIDENTIAL PATRONAGE Among the appointments expected to be made by President Harding are seven members of the shipping board at salaries of $12,000 yearly; two members of the interstate commerce commission at $12,000 each; live members of the interstate commerce board, $12,000 each; three members of the tariff commission at $8,500 each; two members of the federal trade commission at $10,000 each; some of the nine members of the railroad labor board at $10,000. and four members of the federal farm loan board at $10,000 each Pour of the nine supreme court justices also may be appointed by President Harding. Chief Justice White and Associate Justices McKen na, Holmes, and Day now are elig ible by both age and length of ser vice, to voluntary retirement. The salary of the chief justice is $15,000 and that of associate justices $14,500. Postmasters comprise the bulk of presidential patronage. There are nearly 50,000 postmasterships remain ing in the presidential class, although President Wilson placed many in the civil service. This action, however, was merely a presidential order, and it is considered that another similar order by President Harding can set it aside if he so elects. All postmasters have four year terms and it is esti mated that President Harding will appoint something like 15,000 dur ing the next year, as the Republi can majority in the senate refused confirmation to several thousand postmasters as well as other offi cials, including members of the ship ping board, during the last session of congress. Although not classed technically as patronage, the president has the selection of officials for many choice places in the army and navy, through recommendations for promotion. Among these are chiefs of war de partment bureaus, including the chief of staff, and eleven major and twen ty-two brigadier generals, Selections of general officers made by Presi dent Wilson were held up in the senate this year in the Republican blockade of Mr. Wilson’s nomina tions, and these appointments now will be made by Mr. Harding. In various executive branches of the government, the department of justice leads in patronage, with a roll of about $130,000, including a solicitor general at $10,000, one as sistant to the attorney general at $9,000, seven other assistants at $7, 500 and solicitors for the other de partments. In the treasury department, the principal plums are treasurer at $8, 000; the commissioner of internal revenue at $10,000; the prohibition enforcement commissioner at $7,500; the comptroller of the treasury at $6,000; the comptroller of currency at $5,000; the director of the mint at $5,000 and several departmental auditors at $4,000. Four assistants to the postmaster general are the best jobs in the postoffice department subject to po licitcal change. In the interior department, as as sistant secretary and commissioner of lands, patents, pensions, and educa tion at $5,000 each, a commissioner of Indian affairs at $3,500 and direc tors of mines and geological survey at $6,000 each, are the cream of ap pointments. In the department of labor, an as sistant secretary at $5,000; commis sioners of labor and lighthouses at $5,000 each, the director of the cen sus at $6,000; the immigration com missioner general at $5,000; the com missioner of fisheries at $6,000 and the chief of the children's bureau at *5,000, comprise the principal pa tronage. Three members of the civil service commission—one at $4,500 and two at $4,000—'and a public printer at $6, 000, are other choice presidential plums. Also there are Mexicae and Canadian commission members with big salaries. Many positions of honor without salaries also are to be filled by Pres ident Harding. Among these are ap pointments to the commission of fine arts, the national advisory committee on aeronautics, the geographic board, the federal electric railways commis sion, the pan-American commission arid the Hague court. Just among all of us, isn’t most of the criticism of the conduct of the young, due to envy of youth? The troubles you bring upon your self are the hardest to bear because you can’t shift the responsibility. Nobody can make a man out of a monkey, but almost any good-looking woman can make a monkey out of a man. Money talks all right, but the only trouble is that we don't see it often enough to strike up a speaking ac quaintance. When a woman is continually giv ing hubby a piece of her mind, she can’t wonder at his being smarter than he is. -« If some women took as good care of their husbands as they do of their poodles the divorce mills would be shy many a grist. The cow milked by the politicians is not the same one so highly adver tised by experts on how to keep your farm from running down. There are a few things done which couldn’t be improved upon. When of fering criticism remember that you are more than likely one of such things. One of the claims of Socialism is I that it will furnish work for all— which may be a reason why it doesn’t become popular with a certain class of people. The double standard of politics isn’t any more successful than the double standard of morals. One wife and one party are enough of each for any man. A certain preacher is having a hard time of it. When he appears cheerful bis congregation deciares he is world ly, and when he is serious the mem bers say he isn’t human. When we look at some people and cogitate upon the statement that man is the noblest work of God, we can’t help feeling that the Creator was not as particular as he expects us to be.
