COOPERATIVE AGREEMENT TO HANDLE GRAIN » -- CHICAGO. April 1 (by Associated Press).—Two contracts are provided for in the national plan for market ing grain co-operatively proposed by the farmers’ grain marketing commit tee of seventeen, according to a statement by C. H. Gustafson, chair man of he committee, made public here today. "The contract is expected to run about five, years," said Mr. Gustaf son’s statement “but the exact period will not be determined until the con ference in Chicago, April 6 at which ratification of the plan will be taken up by delegates from the grain grow ing states of the nation. “One contract will be made be tween the grain grower and his local co-operative elevator and another con tract will be made between the local co-operative elevator and the national grain marketing agency. These con tract forms are now being drawn up by competent legal assistance under the supervision of Clifford Thorne, of Chicago, an attorney and mem ber of the committee. The general principles of the contract forms, j how.ever, have been decided and it only remains to put them in legal shape. "The contract made by the grower with his local co-operative elevator will provide for the exclusive deliv ery of all surplus grain not needed for seed and feed purposes. The contract made by the local co-opera tive elevator with the nationals sell ing agency will, in turn, provide for the exclusive sale of the grower members’ grain through the sales fa cilities of the national selling agency. "These contractual relations will not infringe upon the privilege of choice which the individual farm er has of deciding which method of marketing ho may wish to employ, that is, consignment, direct sale to co-operative elevators, or pool. The growers at any local station win al ways have the alternative of con tracting to pool their grain locally anti selling as one unit through the national sales agency. In the same way, the contract will contain pro visions authorizing two or more local companies to pool their grain, when approved by at least 75 per cent of the members of each company. "Farmers’ co-operative elevators that are now operating on the patron age dividend basis will need to make only minor changes in order to con tract with the national selling organ ization. Where a local co-operative elevator, which meets the require ments of the contract, does not exist, the new marketing plan contemplates that the growers will form a local co operative organization and either enter into a separate contract of their own with a local elevator to store and load their grain or make ar rangements to buy, build or lease an elevator. "The contract running between the local elevator and the national agency, provides that if the local ele vator is not truly co-operative, it may be given a reasonable period of time to make such necessary changes in its form of organization as will meet the requirements for doing business through the national selling organiza tion.’’ • Professional kodak finishing. The qualifications o£ a voter for mayor, councilmen, city clerk and city treasurer shall be as follows: He or she shall be a citizen of the United States, 21 years of age or over, who has resided continuously one year next preceding the election in the territory of Alaska, and six months next preceding the election within the limits of the town of Cor dova. Sec. 5. The qualifications of a voter for members of the school board for Cordova school district shall be as follows: All adults, male and female, who are citizens of the United States, bona fide residents of the territory of Alaska one year or more, and of the town of Cordova for at least six months immediately pre ceding the date of election. Sec. 6. A person who possesses the qualifications of a voter is eligible to the office of councilman or mem ber of the school board. Sec. 28. Any person desiring to vote shall give his name and it' re quested designate his residence to the judges of election, one of whom shall thereupon announce in a loud and distinct tone of voice, clear and audible, and if such name is found on the register of voters, the officer having it in charge shall repeat it and the voter shall be allowed in the space inclosed by the guard rail as above provided. One of the judges shall give the voter one, and only one, ballot, on the back of which the officer in charge shall indorse his initials in such a manner that they may be seen when the ballot is properly folded and the voter’s name shall be Immediately checked on the register list. When the name of any person so desiring to vote at said election is not found on the register of voters he shall not receive a bal lot, and such person presenting him self shall not be allowed to vote. If any person desiring to vote at any election shall be challenged he shall not receive a ballot until he shall have established his right to vote in me manner provided by law; and it he shall be challenged after he has received his ballot he shall not be al lowed to vote unless he has fully complied with the requirements of law. Not more than two (2) voters in excess of the whole number of voting booths provided shall be al lowed in said inclosure at one time. Sep. 29. On receipt of a ballot, tl e voter shall forthwith and with out leaving the inclosed space, retire alone to the voting booth so provided, and shall prepare his or her ballot by marking in the appropriate mar gin or place opposite the name of the candidates of his or her choice; providing, however, if he or she shall decide to vote for all of the candi dates of one political party or group of petitioners, he or she may place a cross at the appropriate place pre ceding the appellation or title under which the names of the candidates or such group of petitioners are printed and the ballot so marked shall be counted for all candidates named under that title. Before leav ing the polling booth the voter shall fold his ballot In such a manner as to conceal the marks thereon. He shall then vote forthwith by handing the ballot to one of the judges, who shall examine the initials, and if found correct shall deposit it in the town ballot box. He shall mark his ballot without undue delay and shall quit such inclosed space as soon as he has voted. No voter shall occupy a voting booth already occupied by another. No one . shall remain inside the inclosed space more than ten (10) minutes. No one shall occupy a vot ing booth more than five (5) minutes in case all of said voting booths are in use and other voters are waiting to occupy the same. No voter on election of officers shall after having voted he allowed to re-enter inside the inclosed space during said elec tion. No person shall take any bal lots from the polling place before the closing of the polls. No votei shall vote or offer to vote except after he has permission from the judges of election in charge of the ballots. Any voter who shall by accl dent, or mistake spoil the ballot given him, shall upon returning the spoiled ballot receive another in place there of. No voter shall vote or offer to vote any ballot except such as ho has received from the judges of e'ection in charge of the ballot. Sec. 30. Any voter who may swear upon oath that he can not read the English language or that by reason of a physical disability he is unable to mark his ballot, shall, upon request, be assisted in marking his ballot by two of the election officers of differ ent political parties, if possible, to be selected from the judges and clerks, to be appointed by the judges of elec tion at the opening of the polls. Such officers shall never divulge any in formation about the same. The clerks of election shall enter upon the poll list after thS name of any elector who received such assist ance in marking his ballot a memo randum of the fact. Intoxication shall not be regarded as a physical disability, but no intoxicated person shall receive assistance in marking his ballot. Sec. 43. No person whatever shall do any electioneering on election day within the polling place or within one hundred (100) feet of the polling place; no person shall interrupt, hinder or oppose any voter while approaching the polling place for the purpose of voting. Whoever shall violate the provisions of this section shall be punished by a fine of not less than twenty-five ($25) or more than one hundred ($100) dollars, for each and every offense; and It shall be the duty of the judges of election to enforce the provisions of this section. Sec. 44. Any voter who shall, ex cept as herein otherwise provided, allow his ballot to be seen by any person with the apparent intention of letting it be known how lie is about to vote, or who shall make false statements as to his inability to mark his, ballot, or any person who shall interfere or attempt to interfere with any voter when inside the inclosed space or when marking his ballot, or who is endeavoring to show any voter how he marks or has marked his ballot, shall be pun ished by a fine of not less than five ($5) or not more than one hundred ($100) dollars, and it shall be the duty of the election judges to enforce this section. bee. 49. Any person who shall, prior to election, willfully destroy or spoil any lists posted in accordance with the provisions of this act, and during election shall willfully tear down the cards of instructions or specimen ballot printed and posted for the instruction of voters, or who shall during the election willfully de stroy any of the supplies or con veniences furnished to enable the [voters to prepare ballots, or shall willfully binder the voting of others, shall be punished by a fine of not less than ten ($10) dollars nor more than one hundred ($100) dollars. Sec. 46. Any person who shall take from the polling place any such bal lots or substitute for them any spu rious or counterfeit ballots, or make, use, circulate or cause to be made or circulated any such ballots, any paper printed in imitation of or resemblance thereto, or willfully destroys or de faces any ballots, shall be punished by a fine of not less than ten ($10) and not in excess of one hundred ($100) dollars, or by imprisonment in the town Jail for a period not ex ceeding ninety (90) days or by both such fine and imprisonment. Sec. 47. Any public officer upon whom a duty is imposed by this ordinance who shall willfully neglect to perform or who shall willfully perform it in such a way as to hinder the object of this ordinance, shall be punished by a fine of not less than five ($5) dollars nor more than one hundred ($100) dollars, or by im prisonment in the town Jail for not less than five (5) nor more than thirty (30) days, or by both such fine and imprisonment.
