Leroy Percy would speak at the Court House at 2 o'clock p. rn. At that hour promptly, accord ing to the "two foot rule" estimate of a crowd, which was applied to the one that heard Senator liilho speak, aloui 200 people assembled to bear Mr. Percy. The writer did not hear the speech, but has been informed that it was a masterly effort in the way of logic, rhetoric and eloquence, but did not clear the mists that obscure the doings of the dark caucus.
