Edwards. —Holds His Opponent, P. S. Sto vall to Task for Plea for Votes for Pity’s Sake. Winona, Miss,, April B.—Hon. George R. Edwards, Jr., candidate for State Treasurer, injected some spice into the campaign today with the following statement, which he made at the Court House here: “My opponent, Mr. P. S. Stovall, gives as one of the reasons why he should be elected, that he has a wife and nine children. I believe he also re fers to his home as an ‘orphan asylum’. This is an ingenious appeal to the peo ple to vote for him as a matter of sym pathy and pity. If having a family were a good reason why any man should be elected to public office, I could with equal propriety claim the support of the people of Mississippi on that ground. The intimation running through Mr. Stovall’s statement is that he needs the pity and sympathy of the people, and | that they ought to vote for him, because if he were to be defeated, he would ex perience great difficulty in making a j living for his family- Mr. Stovall is the president of the Bank of Clinton, Miss., an institution which, according to a statement made to the State Audi tor, did forty thousand dollars worth of! business last year, and I understand from a reliable source that he owns two ’ rich and productive plantations in the 1 yery heart of the fertile Yazoo Delta in , .Washington County, near Leland. Tbe fafct of Mr. Stovall’s having made a great deal of money, is no reason why anybody should vote against him, but it is a reason why he does not stand in need of the sympathy and pity of the people. The truth is that neither he nor I am a pauper, and, if both of us were to be defeated, we would manage, in some way, to make a living for our families, but whether we did or not, that is a matter which does not interest the people of Mississippi and is entirely personal with us. The only interest which the people have in politics is to secure honest, faithful, intelligent and incorruptible public officials. I don’t want anybody to vote for me merely be cause they are sorry for me. 1 ask the people to elect me to the great office to which I aspire, if they think that I am the most competent man in the race td properly perform the duties of the office, and the best qualified by reason of natu ral aptitude, personal inclination and long years of training and experience to attend to the public business in a busi ness-like manner. I would be ashamed of myself, if I were to suggest any other reason why the people ought to vote for ms.” HON. CHAS. SCOTT AT LAUREL - Hon. Charles Scott, candidate for Governor, addressed a large audience at the temporary Courthouse in the O’Fer ral Building, among who are quite a number of Confederate veterans. He defined his issues beginning with the statement that he stands for a business administration of State affairs and for those things which will develop the re sources of the commonwealth to the greatest good of the whole people. He said: ‘•Mississippians are a community of bon owers rather than lenders. We need additional capital in order to give us cheaper money in order to bring more cotton mills to the cotton fields, to bring wood factories to our magnificent forests. But, to my mind, we need additional labor even more than we need additional capital. The question of immigratiqn is one on which I have been widely and grossly misrepresented, unwittingly by some, knowingly, intentionally and with malice aforethought by others. It is not now and never has been my in tention, either individually or as chief executive, if elected, to try to force on any community any class of immigrants. I could not if I would, and would not if I could. I am, and always have been un alterably opposed to an undesirable class of immigrants. We should repel by every means the importation of the criminals, the degenerates, the flotsam and jetsam of Europe. But I declare myself boldly as favoring immigration of the right sort. I repeat, of the right sort. We need them. We need them to replace the idle, vicious, criminal negroes and to remove the black peril from our midst. It is my settled and honest conviction that the negro will cease to be an industial or agricultural factor in the South. Day by day, month by month, year by year, he is growing more idolent, more worthless and more criminal. I say this more in sorrow than in anger, for I have nothing against him, but I speak from personal experi ence, from observation and from pro found conviction. “As the dominant race we should see that he is justly treated and his life, property and liberty protected, but as he leaves us it is the part of wisdom to bring here to replace him, honest, in dustious, law-abiding white immigrants, and unless we get them, Mississippi will go back, back until we are the tail of the procession. Four Southern gover nors already are reaching out boldly for this kind of immigrants. “I have personally visited Italy for the purpose of studying this question, and I found the Italian from central and northern Italy a very desirable immi grant for the South. He is a farmer, but those who so oppose his coming here need not, I fear, be greatly concerned, for Italy has placed Mississippi on the blacklist, and will issue no passport to an Italian, who gives his destination as Mississippi.” Mr. Scott also stated that he favored the proper regulation and control of the railroads by .National and State laws, a redistribution of the school funds of the State and a greater proportion of representation for the southern part of the State than it now has. To the Honorable Judge Hardy: We, tne Grand Jury, impanelled for the April Term of the Second Judicial District Court of Mississippi, beg leave to submit to you our report. We have deligently inquired into all violations of I the 1" y brought to our attention. We haw ixamined ninety-three witnesses and i ind seventeen true bills. We re eornra ?d to the Board of Supervisors that ou* public roads be worked by con j contract. We have examined the books of the different county officers, justices ! of the peace, and also the books kept by the butchers and found same neatly kept and found correct to the best of our knowledge and ability. We have examined the county jail and would re commend that the sanitary conditions of the said jail be improved and placed in good order. We have failed to find any witness against Hy Thomas and ; Manuel Shields, now confined in the county jail, and we recommend that they be discharged. We return thanks to the Honorable Judge Hardy for his able charge delivered to the jury, and also to our District Attorney, Sheriff and Clerk for prompt service rendered. Garad Harris, who went to Rodney to attend the meeting of trustees of the Alcorn Agricultural and Mechanical College, returned this morning, having taken the route by way of Vicksburg, where they were entertained last night by Colonel E. M. Scudder, a member of the Board of Trustees, and some of his friends. Being asked of the outcome of the meet ing which he attended and presided over, Governor Vardaman gave the fol lowing outline of the proceedings; “The board of trustees of the Alcom College, in order to the growing tendency of the teacher and student to overlook the industrial features of this institution, lowered the salaries in the Academic Department and raised them in the departments of dairying, agricul ture and truck farming, and made the head of these departments the highest priced of the professors on the Faculty. We also decided not to use the SBOOO appropriated for new buildings, and these changes will not be made at pres ent. “Two of the Faculty were let out — Meves, the Chaplain, and Triplett, Pro fessor of History and Civics. It is the purpose of the Board of Trustees,” as expressed by Governor Vardaman, “to accentuate and impressed upon the stu dents and faculty of that institution the importance of teaching the negro how to till the soil.” He is not in favor of too much book learning, nor yet is he anxious to see ihe negro turned into a skilled mechanic. The best place for him we believe is on the farm. “God Almighty intended him to till the soil under the white man and that is what w%are going to teach him down there at Alcorn College,” concluded Governor Vardaman. TO THE POLE IN AUTOS. Six Machines Are Being Built at New York for That Purpose. New Yorjf, April 9.—According to the World, Admiral B. S. Osborn, Secretary of the Arctic Club, is authority for the statement that six automobiles are being built here and abroad for individual “dashes” to the pole. Two of the ma chines are being built for Dr. Frederick Cooke, of Brooklyn, and a third is for Anthony Fiali, the leader of the Ziegler expedition. Admiral Osborn said he was not liberty to tell for whom the other three automobiles were planned, but he said that they were intended for three dis tinct expeditions. Admiral Osborn said that the auto mobiles were either copied after or an improvement on an automobile built by a letter carrier in Washington. “We will cover hundreds of miles in the Arctics,” Mr. Osborn said, “and cover immense bodies of water with the machines, for it is a water trevcller as well as an ice trotter. The revolving gear which turns the rear wheels while the machine Is on solid ice or land is filled with blades which drop down and propel the craft when in the open water is encountered.” Hon. Frank McLain, congressman from the sixth district, would like to know who started the report that he is a very sick man and ready to resign his commission in favor of one of his friends. Mr. McLain is reported in the very best of health and spirits, and is not likely to resign, nor is there any danger of immediate dissolution. Be it ordained by the Board of Mayor and Aldermen of tne city of Bay St. Louis that it shall be unlawful for any person to dis charge or shoot any guns, plstois or Are arms, or to hunt with any such weapons with in the cor porate limits of said city. An Ordinance prohibiting the Construction of Sewerage from Cess Pools or Closets into the waters of Bay St. Louis: Section 1. Be it ordained by the Board of May or and Aldermen of the City of Bay St. Louis that it shall be unlawful for anr person to con struct any pipes or sewerage from any closets or cess pools now in operation, which empty into the water of Bay SU Louis, or use or operate an* closet or cess-pool now in operation that empty into the Bay of St. Louis. Any person, corporation or association that violates tne pro visions of this ordinance shall, on conviction, be fined not less than Twenty-Five (826.001 Dollars, nor more than Fifty (SoO.uu) Dollars.
