Quota Vote For 1961 Crop Wheat To Be July 21 ON JULY 21, WHEAT growers will vote for the eighth consecutive year in a marketing quota referendum—this time to approve or reject quotas on the 1961 crop of wheat. Proclamation of quotas and nouncement of the referendum date have been made by Secretary of Agri culture Ezra Taft Benson under rent law. At the same time, the Secre tary announced a national acreage al lotment of 55 million acres, the mini mum under law and the same as the national allotments since 1955. Montana's share of the national al lotment will be 4,013,478 acres, Gas pard W. Deschamps of Missoula, act ing chairman of the State Agricultural Stabilization and Conservation commit tee, says. Montana's current allotment is 4,009,398 acres. The state allotment will be tioned among counties on the basis of wheat acreage during the period 1950 through 1959 with consideration for trends in production and abnormal weather. County ASC committees, in turn, will determine allotments for in dividual farms having wheat acreage in 1958, 1959 or 1960. County commit tees will consider past wheat acreages, crop rotation practices and associated factors in determining farm allotments. Allotments Before July 21 Notices of 1961 acreage allotments will be furnished to producers before the July 21 referendum, according to Deschamps. However, grow ers who apply for and are approved under the feed wheat provision of law may grow up to 30 acres of wheat with out penalty provided it is all used for food, feed or seed on the farm where produced. If quotas are disapproved in the ref erendum, there will be no restrictions on the marketing of wheat and price support at 50 per cent of the July 1, 1961, parity price of wheat will be available to those producers who stay within their acreage allotments. Zero Acres In proclaiming allotments, Secretary Benson pointed out that the estimated carryover of 1,435,000,000 bushels of wheat on July 1, 1961, would more than fill estimated needs for the 1961-62 mar keting year, including a carryover al lowance of 30 per cent. The total needs plus carryover estimate is 1,347,000,000 bushels. If the 1961 allotment had been determined solely on the basis of the law's supply formula, the 1961 allot ment would be zero acres. Marketing quotas must be pro claimed when the available supply is more than 20 per cent above the nor mal supply. Normal supply, including a 20 per cent carryover allowance, is 1,320,000,000 bushels; total supply, in cluding 1960 production, is estimated at 2,538,000,000 bushels, 92.3 per cent above the normal supply. Wheat farmers have never rejected marketing quotas. The margin of ap proval for quotas on the current crop was 80.8 per cent. pro it's wonderful . . .
