Delinquent Tax Case
Ruling by Bottomly
Attorney General R. V. Bottomly
has ruled that a county treasurer has
no authority to permit redemption of
land sold for delinquent irrigation dis
trict taxes or assessments by pay
ment of on installment of the delin
quency.
The opinion was written at the re
quests of William F. ShaUenberger,
Sanders county attorney.
Bottomly pointed out the law re
quires that irrigation district assess
ments and taxes shall become a lien
as of the first Monday of March of
the year in which the levy is made.
“It follows that when the sale is
made for delinquent taxes and as
sessments in July the sale covers the
entire lien of both Installments of the
delinquent taxes,” the opinion said.
“No provision is made for segregat
ing each installment and selling sep
arately to satisfy the Hen of each in
stallment”.

Burlap bags have always been handy
articles to have around the farm but
today with burlap practically unob
tainable due to wartime conditions, it
is Important that farmers take good
care of bags now on hand so that they
may be used over and over until en
tirely worn out, say officials of the
Montana Extension service.
To help farmers in the conservation
and preservation of sacks, the exten
sion service makes the following sug
gestions : \
When opening sacks untie the twine
and open carefully instead of cut
ting the bag which ruins it for further
use. Protect bags from decay by
emptying as soon as possible. Shake
sacks thoroughly to remove any re
maining material. If sacks are damp,
hang them in the sun to dry.
As sacks accumulate sort according
to material, size and condition. Torn
and worn sacks may often be put into
useable condition by patching holes
and tears.
Tie sacks in bales for easy handling
and store in a building protected
against rodents. Suspending sacks
by a wire from the roof keeps them
safe from rodents. In storing sacks
keep them in a dry place and away
from sunlight to prevent deteriora
tion.
Be careful to store filled sacks in a
place safe from rodent damage.

Ten children and twenty adults die
each week from accidental poisoning
In American homes; the average bath
room medicine cabinet is full of dan
gers to life and health and should be
house cleaned twice a year to remove
the poisonous drugs, narcotics, corro
sive chemicals and old prescriptions
that accumulate there, warns the
Northwestern National Life Insurance
company.
(Ghastly and Incredible mistakes are
made by sleepy people arising in the
middle of the night, who might as
well be drunk so far as their ability to
choose the right bottle out the the
bathroom medicine cabinet is concern
ed, says the bulletin. Shoe dyes and
Cleaning-chemicals used as throat
gargles, and disinfectant tablets
taken for aspirin, are among the com
mon mistakes. With doctors becoming
rapidly scarcer in civilian life due to
their absorption into the armed ser
vices, care must be redoubled on the
home front to prevent accidents the
warning points out.
Cause Loss of Memory
No narcotics should be kept in the
house except under physician’s pre
scription, and such prescriptions
shouki not be kept in the medicine
cabiriet where they are accessible to
other members of the family besides
the patient, the bulletin warns. Pop
ularly purchased sleeping tablets of
ten cause temporary loss of memory,
so that the individual may forget he
has already taken one or more doses,
and keep right on dosing himself. This,
the warning states, is undoubtedy re
sponsible for many overdoses of sleep
ing tablets which have been erroneous
ly pronounced suicide.
Some antiseptics become stronger
with age, due to evaporation, until
they are unsafe to use; others become
weaker with age, and therefore may
fail to protect. The bottle of home
antiseptic should be kept tightly stop
pered, to preserve its protective value
as long as possible, the bulletin states,
and should be renewed every six
months.
What It Shouldn’t Contain
Your bathroom medicine cabinet
should not contain the following: ant
or roach poisons; shoe dyes; cleaning
chemicals; hlgh-power deodorant-an
tiseptics; narcotics of any kind;
cathartics; old "leftover” prescriptions.
Use of a leftover prescription by some
other member of the family who
thinks he has the same condition as
the original patient is a fertile cause
of trouble; many deaths are now oc
curring because of such misuse of
“sulfa” prescriptions.
Your home medicine cabinet should
contain the following: a safe anti
septic (either a two per cent tincture
of iodine, or alcohol of at least 70 per
cent strength makes a satisfactory
home antiseptic); tape, roll of gauze,
a few handy adhesive bandages in
sealed containers, an envelope of
sterile applicators for applying anti
septic, baby talc or zinc stearate
powder in self closing container, calo
mine lotion, boric acid crystals and
eye cup, petroleum jelly, either car
bolized or plain. Every bottle or other
container should be plainly labelled
according to contents, the warning
concludes.

Objector, Changes
Views and Enlists
The conviction that his country
needs him has transformed Timothy
J. Mullet, 23, of Glendive, from a
conscientious objector to a member of
the armed forces.
After 10 months In the public ser
vice camp at Templeton Gap, Colo.,
Mullet was accepted by Serg. Joseph
PoweH, army recruiting officer, for
enlistment in the air force as a
mechanical speclaUst.
“I guess I Just wasn’t cut out to be
a conscientious objector,” MuHet said.
“It wasn’t so bad for the first few
months but now that my country
reaHy needs me I am ready to go
wherever I can be of most service.
On his birthday July 12, Mullet ap
plied to Gen. Lewis B. Hershey, di
rector of selective service, for release
from the camp. When the release
came he learned it restored him to
selective service status and that a
second release was required for en
listment. That form came through
and Mullet immediately appUed for
enlistment.
His family, which has reared him In
the belief that war is wrong, Offered
no objection to his decision, Mullet
said.
One older brother is also at the ob
jectors’ camp but has no intention of
applying for release, Mullet declared.
This brother resigned a $55-week job
as a welder in a Pacific coast airplane
plant when the plant shifted from
manufacture of transport planes to
bomber, and entered the camp, where
he receives no renumeration and pays
his board out of his own savings.
MuHet said two of three younger
brothers are registered with the se
lective service board at Los Angeles.
Calif., but he declared he did not
know their war views and he never
discussed the subject with them, not
wishing to influence them In any way.
Housewives Urged
To Serve Cabbage
Housewives in western and north
central states have been asked by the
agricultural department to include
more cabbage in their market baskets
during the next few weeks.
The department said there was no
tin available for canning sauerkraut
and greater use of fresh cabbage
would prevent waste. Sauerkraut will
be available, packed in barrels and
other wooden containers, but not in
sufficient quantities to make up for
the lack of tin.

A reduction of more than $8,000,000
in tax delinquency In the last three
years has brightened considerably the
picture of public finances in Montana,
the Montana Taxpayer, publication
of the Montana Taxpayers association
states.
“Debts have been paid as far as
bond provisions would permit. Re
serves in school, county and city bud
gets have been increased and nearly
all taxing units will be on a cash basis
at least for the next two years. The
state, counties and schools started the
year July 1, 1942, with more cash on
hand than ever before in the history
of the state,” the magazine said, and
added:
“Tax levies were cut, but more re
markable are the facts that out of the
1941-42 legislative appropriations
state agencies returned to the general
fund $317,740 that had been appro
pritated and the counties cut their
1942-43 budgets nearly $600,000 below
the 1941-42 figures.
“The state general fund will not re
quirer a property tax levy this year,
and county taxes will be the lowest in
25 years.
“City and town taxes will be slightly
lower due to lower cost debt service,
but operating costs show little re
duction. Elementary school levies are
down but budgets have been increased
to meet the necessity for higher sal
aries particularly in rural schools.
School budgets generally have not ad
justed to a wartime basis and the
majority of decreased levies are the
result of heavy delinquent tax col
lections and Increased state revenue.
