This is a proposed Constitutional change which ire heartily approve of. The nearer the politics of the country are kept to the people, the better. There need be no Legislative filter through which any office should be strained. Moreover, legislation shonl 1 be kept as much aloof from mere partisan warfare as possible. As matters now stand, onr State Tiecislatnres are se Wol almost entirely with reference to their Senatorial preferences. One result of this sort of thing last year ia Nevada was that there was not one lawyer in the Senate. Legislatures should be confined to making laws for the people. Thtir offices should not be required iu making the peo ple's selections of pnblie servants. If Congress would rescue tbe al. phabct and the multiplication table from a close monopoly of news-huek-t-ters they will devise some speedy means for taking the Telegraph out of the hands of the present shopping place where it is retailed, and give it to the people as the post is given to them. This is not a free country so long as the Telegraph is subject to a monopoly. We might as well toler ate a monopoly of the sale of ink and paper; might with quite as much reason permit a monopoly of thb trade ia breadstuffs as to fail to make an effort to take the only means known to mankind for the quick transmission of intelligence out of its present one-man repository. The sur vivors remained on the Laehene until 3 pni., when they were transferred to the Tri mountain. The following is Captain Urqhart's narrative: Oa Saturday morning, Nov. 22, being in latitude 47 degrees 23 min utes; lougtitude 25 degrees 20 minutes, we sighted a vessel on our weather bow with her bowsprit gone and her sails flagging. We hove to anil saw signals of distress flung out. Oa coming nearer the ship proveel to be the Laehene, eight days out from London to Xew York. Coniiug alongside the Captain asked me to take the survivors of the Ville de Havre, which had been sunk by the Laehene at two A. M. that morning. After consultation it was deemeel advis able to tir.nifer nil the rescued people but one French clergyman who had be come deranged. Another of the party was left to take care of him. The sur vivors were crowded into the suiui! cabin iu a pitiable state. They were heart broken, ill-clad and destitute; but amidst their grief they expressed their gratitude to the captain and crew of the Laehene for saving them from a watery death. I supplied them with all the clothing which could be spared on my ship, and with other requisites, but nevertheless sorre were almost naked and others badly injured by fragments of the wreck. After receiving nil on board the Tri mountaiu, I cruised about the scene of the wreck. The search was continued until nearly dark that night, but we saw only two casks floating and the search was finally relinquished, and we pro ceeded on our voyage to Bristol. I wanted to land at Queenstown, but an available wind enabled us to reach Car diff. The survivors attach the blame to the officers of the Laehene for the catas trophe, but say they did everything they possibly could to prevent a sacrifice of life. The Laehene was very badly dam aged; her bowsprit was clean gone and a great hole was cut above her water line. me passengers of tue jjie de Havre say that Captain Surmount, during the many uays ol log, took every precaution and was constantly on the bridge of the steamer. No one explains now tha collision occurred. The Tribune says that the men, women and children rushed on deck in their sight clothing and all vas confusion. The Lnchcne's bow had cut a tissue in the deck of the Ville de Havre twelve feet deep, and the iron plating on her side was erushed in for a distance of thirty feet. Most of the passengers were too soared to save them selves. Many prayed and many laid down in dispair. Sonic, hearing the water pouring into the ship, never quitted their staterooms, and whole fam ilies thus went down together. Among the survivors was one lady whose hus band and four children hail perished in the sea. Three rescued young laities lost their father and mother. One young man lost his father, mother and sister, and another gentleman lost his sister whom he was inking to France for bar health. Mrs. Spoffbrd of Chicago lost three children and her nurse.
