'1'ney believed the Spanish authorities in ('aba would refuse to accede to the prop osition of the proctucol and war would probably be the cuuse.jucBce. The fact is no less obvious now than it has been for years past that the home rule ia Cuba has been merely nominal, and that the "cver faishful Isle" is poor old Spain's most pitiless and insolent bully. The leariu of this nominal dependency toward the Spanish Government has been that f aa opulent and pnrse prond adopted son toward his de crepit and bankrupt step-mother. The w him of government has Ieen indulged; but the real cause of af fairs has lecn as dictated by the rich merchants and planters of the Island. Indeed, why should it not be so? Cuba is wealthy; Siain is poor; the money balances have all along been ia favor cf Spain for she has had the family pride to sustain, the offices to fill, and the salaries to draw; and Cuba, aided by the Almadea re sources has snpported the throne, or the regency, or the Kepnblic, as the case might be at home. Hut when it comes to so serious a matter as in sisting upon sl thing being done that Cuba don't want to have dene, Spain will be shown to have about as little to say as any other dotard concern ing the management of her passionate snd headstrong and arrogant son's fortune and honsehol J. And it must never bo lost sight of, that the uni versal feeling among the Spanish loyalists in Cuba is that of implaca ble and ungovernable hatred and do testation cf the Government and people of the United States. TLi j feeling, intensified by a sense of bit ter dignity which i little short of a uonomania, renders tolerance and temperance of otllcial and personal bearing impossible; and these mad- i wen will precipitate an irreconcilable state of difference between us and them with a galling and fierce con tempt which will manifest itself aa well with reference to consequences as to causes. Ve of the North have no rules of action of our own that can be applied to these haughty and uncompromising Dons. Prudence is s virtue they spit upon. Tolerance of opposition is simply an inadmissi ble weakness. The irrepressible conflict between the United States and such an arrogant, high strung and peppery neighbor as this can only be postponed it cannot be averted. As to the morale of this matter it finds expression as well as snstcntation in the acknowledged organ cf the Brit ish Government the London Times, that "England will unreservedly support a policy which requires that Spain must really as well as norm nally control Cuba." So that, when we come to hold Spain responsible for whatever Cuba may do in viola tion of international amity, England, at least, will lend ns the moral sup Dort of friendly neutrality. And to deal with the subject as it is entitled to be dealt with, Congress should feel, when the hopeless offices of peace and compromise are all ex haustod. as they soon will be, that then a declaration of war is an act of vindication and self justice, not alone to itself, nor yet to any party, nor eren exclusively to the people of the United States; but to the pur pose, the destiny, the courage, the humanity and the manhood of the Anglo-Saxon race. J BIRD TWO IX H.CVD I WORTH THE BUSH " The foregoing scrap of axiomatic wisdom wonld seem to be illustrated in the inevitable deduction from the following, which is an editorial ar ticle from the San Francisco Chron icle of Thursday : The action of the Democratic mem bers of the Senate in caucus, in pledging themselves to support the caucus nomi nee for Senator, is attributed to the in fluence of Messrs. Beck and Graves, and if participated in by the Democratic Assemblvnien may still seriously eu- danger the prospects of Booth. Tbe hopes of tbe Independents have been based upon a division of the Democratic members. One Senator and several As semblymen belonging to this party were confidently counted upon for Booth. If these are whipped into the party corral the result will be a dead lock on almost the same ground as prior to the sesion, neither party having the strength to elect. The danger Booth has to appre hend may be outlined thus: The Democrat may go into citneus, and probably will, anil nominate a Dem ocrat for tho long term, but make no nomination for tbe short term. The Republicans, who are willing to do anything to in-at Booth, may then nominate a man for the short term, and make no nomination for the long term. The exchange of vote, sufficient to elect both noiuiuet s. Democratic and Republican, may then be regarded as quite within the bounds of possibility. The Democrats are evidently stiffening up, and if they hanj together on some such plan as we have sketched, Booth may vet lose the vz-?. A dispatch received at 1 o'clock this morning from the Cheoxioli Sacra mento correspondent partially confirm the correctness cf the above calculations. The Democrats are to bold a caucus on Monday night, and there are indications that straight party nominations will be made for both Senatorial terms, bnt to be successful the programme will, of course, have to be ruoditied by a compro mise with one of the other factions and a division of the spoils." These were taken to Thorntou A Kelley"s office and quickly opened, iu the expectation that the decision might be found among the papers returned to Thornton & Kelly, but a careful search revealed the fact that the decision was not there. It was then determined to '"nform Judge Beatty by telegraph. Beatty replied that the decision was for the pluiutiif, and tbut his decision mil: t have been stolen. The cenera! interest in the result is now sat isfied, and if anyone has tampered with the mails, or in any unfair manner got possession of Judge Beatty 's decision, they will get nothing for their pains. No one can for a moment believe that the decision reached here last night by mail, or in any other way. Whatever the cause of the delay, whether by accident, carelessness or desigu,mnst have occurred elsewhere. Th3 ill-advised eagerness of our Granger neighbor, the Enterprise, to find fault with the administration is exemplified in a curious manner in yesterday's issue of that paper. In its leading editorial we find it commenting as follows: Now ci.nifs the report well authenti cated of the resignation of Captain General Jouvellar of Cuba, because of the opposition cf the Cuban people to the delivery of the Virgiuius. The same Havana dispatch contains this sig nificant item: "There is no l.aval vcfs l of the United States iu port." CousiJ ering the infiaaimuble Spanish character and the undue excitement into which the loval Spanish have fallen over this Yir- ginius affair, it seems but little less than criminal that there is not r.t least on naval vessel of the United States iu the harbor of Havana. But naval vcssal of ours there is none there, where the whole North Atlantic squadron should be. Turning to the telegraph colums of that interesting but eccentric paper we find the following, which, donbticss, to all fair minds, will be accepted as an ample explanation of the absence of any American war ships in the harbor of Havana : Washington, Decomber 5. The diplo matic branch of our Government is not so hopeful now as several days ago of the ability of Spain to carry out its orders. The suggestion of a modifica tion of the protocol bo that the Virginias may be delivered to a third party to await adjudication does not at present meet with any official favor. The state ment as published, to-day, that there was not one United States naval vessel at Havana yesterday, is accounted for by the fact that it was part of the ar rangement between Secretary Fish and the Spanish Minister that there should be no show of menace whatever on our part which could iucrease the excitement at Hivana and elsewhere in Cuba, while the plan of release was intended to be effected yesterday in the quietest man ner possible.
