when the strength of the Government of the
people, by the people for the people was to be
demonstrated, the Republican parry earn into
pewer. IU deeds have passed into history, and
we look back to them with prida, incited by
their memories and high aims for the good of
our country and mankind. And looking to the
future with unfaltering courage, hope and pur
pose, we, the representatives of the party in na
tional convention assembled, make the follow
ing declaration ef principles :
Fire: The United States of America is a na
tion and not a league, and by the combined
workings of National and State Governments
wider their respective Constitutions the rights
of every citizen are secured at home and pro
tected abroad, and the common welfare pro
moted. Second The Republican party has preserved
these government to the hundredth anniversary
of the nation's birth, and they are now embodi
ments of the great truths spokon at its cradle
that all men are created equal; that they are
endowed by their Creator with certain inalien
ablo rights, among which are life, liberty and
the pursuit of happiness; that for the attain
ment of these cuds governments have been iu
stitntcd among men, deriving their just powers
from tii consent of the governed, and until
these truths are cheerfully obeyed, or, if needed,
to be vigorously enforced, the work of the Ke
publican party is unfinished.
Third The permanent paoiiication of the
Southern section of the Union, and the com
plete protection of its citizens in the free en
joyment of all their rights, are duties to which
the Republican party stands sacredly pledged.
The power to provide for the enforcement of
the principles embodied, if the recent constitu
tional amendment is vested by these amend
ments in the Congress of tho United States
and all declare it so to be the solemn obliga
tion of the Legislative and Executive Depart,
mcnts of the Government is to put intoimmedi.
ate and vigorous exercise all the constitutional
powers for rumoring any just causes of discon
tent on the part of any class and for securing to
ever American citizen complete liberty and
exact equality in the exorcise of civil, political
aud public rights. To this end we imperatively
demand a Congiess aud a Chief Executive whose
courage and fidelity to those duties shall not
falter until th?se results are placed beyond dis
pute or rcdai!.
Fourth In the first Act of Congress signed
by President Grant tho National Ciov-
eranieat sought to remove any doubts
of its duties to discharge al! just obligations
to public creditors, and solemnly pledged
its faith to make provision at the earliest
possible period for the redemption of L'uitd
Status notes iu coin. (Cheers.) Commercial
prosperity, public morals and the national
credit now demand that this premiss be ful
filled by a continuous and steady progress to
specie pay mints.
Fifth I ndrr the Constitution, thj Tresi-
dent and hesds of depaitnieuts are to make
nominations for office, tiie Senato is to advise
and consent to the appointments, and the House
of Representatives is to accuse and prosecute
faithless officers, llie best interests of the
public service demand that these ditinctioDs
fhal! be respected, and that Sena and Rep
resentatives, who miy be judges and accusers,
should not dictate appointments to otiiees.

faithful service to their country.
Sixth We rejoice at the quickened conscience
of the people concerning political affairs, snd
will hold all public oiiice.-s to a rigid responsi- j
bi iiiy, and euga-te that the nrosecuti" .n and
puuuiinieut of all who betray oilicial trusts
shall be speedy, thorough and unsparicg.
Seventh The public school sytieni of the
sjvcial Stales is the bulwark of the American
nation and tun Ktpubiie,ud,with a view loits
security aud perwanenee, we recommend an
amendment to the Constitution of the l iuieil
States forbidding she application of any public
funds or property for the benefit of any schools
or institutions under sectarian control.

Eighth The revenue necessary for current
expenditures and the obligation, of the Pablic
debt must be largely derived from duties on
importations, which, so far as possible, should
be adjusted to promote the interest of Amtricau
labor and advance the prosperity f the whole
country.

Tenth It is the imperative duty of the Gov.
eminent so to modify the existing treaties with
European Governments that the same protec
tion shall be afforded to the naturalized Ameri
can citizen that is given to the native-born citi.

Eleventh It is the immediate duty of Con
gress to fully investigate the effect of the im
migration and importation of Mongolians upon
the moral and material interests of the country.

Twelfth The fiepublicsu party recognizes,
with approval, the snbstantialadvance recently
made toward the establishment of equal rights
for women, by the many important amendments
effected by Kepublican Leglislatares in the
laws which coneern the personal and property
relations of wives, mothers and widows, and
by the appointment aud election of women to
the supn'inteudeucy of institutions of educa
tion, charity and other public trusts. The
honest demands of this class of citizens for ad
ditional l ights and privileges and immunities
should be treated with respectful consideration,

Thirteenth The Constitution confers upon
Congress sovereign power over the Territories
the United States for their government, and
n the exercise of this power it is the right aud
the duty of Congress to prohibit and extirpate
n the Territories, that relic tif barbarism,
polygamy ; and we demand such legislation as
hull secure this end and the supremacy of
in-rican institutions in all our Territories.

repentant rebellion; with sending Unien sol
diers to the wail and promoting Confederate
soldiers to the front; with deliberately propos
ing to repudiate the plighted faith of the Gov
ernment: with being equally false aad imbecile
in oveishadowing the ends of justice by its par
tisan mismanagement and obstruction of inves
tigation; with proving itself throngh the period
of its ascendency in the Lower House of Con
gress, utcerly incompetent to administer the
Government, and we warn the country against
trusting a party thus alike unworthy, recreant
and incapable.
Seventeenth The National Administration
merits commendttioa for its honorable work in
the management of domestic and foreign aft' lira,
and President Grant deserves the continued aad
hearty gratitude of the American people for his
patriotism and bis immense serrioes in war and
