KELLEY, Rector. uo deputy internal revenue collector for this district, has furnished the Appeal with the following interpretation of the federal laws governing the subject: Mnce tne last election l nave heen asked innumerable times what the gov ernment considers a wholesale transac tion in the disposition of liquors. As it is a question that involves a .great many people throughout the state it would be well to quote the Internal Revenue law regarding these transac tions. "A retail liquor dealer cannot sell five gallons or more of distilled spirits, malt liquors or wines without incurring a wholesale liability, but the law ex pressly provides that a retail liquor dealer may sell out his entire stock of liquors amounting to five gallons or more in one parcel without subjecting himself to special tax as a wholesale liquor dealer: or he may sell his en tire sto?k of distilled spirits, whisky gin, etc., in one parcel, his entire stock Masses of wines in another parcel, and his en tire stock of malt liquors in another parcel without subjecting himself to a wholesale tax. "It would be well for dealers and oth ers who have the sale of their stock under contemplation to either call or write to the deputy collector nearest their place of business so that they can be informed exactly of the government's i requirements.
