This was particularly noticeable during the recent scramble to dig up the past ot George Graham Rice. His history was reviewed from the day he was born, marital entanglements and private history filled the columns of papers far and wide, and Rice was everything that went to make up the citi zen of unworth in the many territories in which he had trod and left his imprint. Now comes the story that all of the recent charges have been dropped, but only about six lines are given to the news that Rice is not under arrest, is not wanted for any criminal act and that he is in business at a new stand. Rice is cited merely from the fact that he is a widely known character. Others have gone through the process of character macer ation and come out in just about the same condition as Rice. The rearing of the threads of virtue apart, the reviling of character, is one of the easiest processes m the newspaper game, but to rehabili tate is probably the hardest feature in journalism. Once let the public read that a man is a crook, or a near crook, or criminal, no matter what a trial reveals, the press that brought the stigma has planted it so deep that all of the printers' ink in the world cannot wipe out the last vestage of the original story. The press, as a whole, refrains from publicity of that character. There is a general desire to shield rather than flaunt frailties. It is the knowledge that is suppressed that would make the greatest news, but through respect for character and the fact that the smudge of ink never entirely fades prevents many v a story coming before the public. The Appeal in the Rice case has never handled the matter in story or comment form, but did publish the statement that he had been vindicated of the charges preferred, not that Rice is or was above suspicion, but from the outset it looked like more smoke than lire and that disgruntled stockholders were looking for a place to lay their grief. The press, unfortunately, publishes some things that are true and character ruining, but the suppressed facts are in many cases state secrets that never get past the editor's desk. Congress is ever going to start on the new tax system but does not begin. Meanwhile, the national mischief of such delay is incal culable. The United States government is living today very largely on taxes which were accruing a year ago, even a year and a half ago. Profits made early in 1920 did not undergo a tax-accounting until after the close of the year. No taxes on them were collectible until near the end of the first quarter of this year, the majority much later. The last of them will not be payable until the fourth quarter of this year. Thus taxes going into the treasury late in this year may have been earned by the government, so to speak, in the very first month of last year. The same thing is true of corporation income taxes. It is true of individual income taxes. In other words, industrial companies, railroads, business houses, individuals, may be paying into the treasury throughout 1921 large amounts of taxes on profits and incomes made long ago, though they are not now making a dollar, have not made a dollar in the first half of this year and when December 31st comes around will not have a dollar for the whole year. What, then, is the United States government, now living on its financial past, going to live on next year 1922 when all the taxes accrued in 1920 and collected and spent in 1921 are cleaned up? Nobody knows because, aside from the proposed customs rev enues which are and long will be an uncertain quantity, congress has not yet lifted a finger in the matter of general tax revision to provide revenue after the new tax schedules go into effect, whenever they do go into effect. Nobody would know even if it were intended to continue in ef fect the existing profits and income taxes to apply to profits and in comes of this year, because nobody knows what is now left to business and to individuals of the profits and earnings and incomes of the year of 1920 on which the United States government is living in this year Carson City, Nevada Efficient Service by Mail. All that anybody does know is that the profits and earnings and incomes of business and of individuals made in 1920 largely made in the early part of 1920 at that have gone up in smoke by billions of dollars. Therefore the chance for the government -to get taxes on those vanished profits and earnings and incomes has also gone up in smoke. BIRTH OF THE ' PROTECTIVE TARIFF The following historical account of the origin of the protective tariff system as given by Representative Marvin Jones (Dem. Tex.) may give a better understanding ot the policy underlying the Ford ney tariff bill : Mr. Chairman, in the early part of the eighth century a band of marauders under a leader by the name of Tarif crossed the straits from Africa and landed on the southern shores of Spain. His band was held together by the spoils of conquest. The horde consisted of Moors, Ber bers, Syrians, Africans and a few Arabs, all bent on plunder. They were Mohammedans, and were in a sense the vanguard of the followers of Islam in their westward swing, but cared less for tfteir religion than for booty. Tarif plundered the country and established a little seaport town, Tarifa, which, with its old Moorish walls, to this day perpetuates the name and memory of the leader of this motley aggregation of robbers and conquerors. Tarif, later reinforced by his superior, Tarik, and his chief, Musa, overran a great deal of Spain. This baron lived in a chateau that was feudal in its magnificence, and in plundering fashion levied certain duties on all commerce that came through or approached the town of Tarifa. He made all the people who toiled pay tribute to him as a sort of robber ruler. The gleaming sword was his collecting agency, and he would hold up ship and caravan in piratical fashion and make them pay tribute to sustain his conquest and luxury. From that town Tarifa, which was named after the princely Tarif, the English word "tariff" is taken. The name arose in heathenism. It meant forced contribution of the many to the few. How fittingly that a policy which finds its consummation in this bill should have such an origin. Well-furnished house, desirable loca tion, close in. The Board of Trustees of Carson City do ordain : Section 1. Certain concrete sidewalk districts, as hereinafter set forth and defined, are hereby established within the city limits of Carson City, Ormsby county. Nevada. Sec. 2. Concrete Sidewalk District No. 4 shall embrace all sidewalks on the north sides of Spear and Robinson streets, between Minnesota street on the west and Carson street on the east. Sec. 3. Concrete Sidewalk District No. 5 shall embrace all sidewalks on the west sides of Curry, Nevada, Di vision and Minnesota streets, between King street on the south and Robinson street on the north. Sec. 4. All owners of lots, pieces or parcels of lots, improved or unimprov ed, abutting on sidewalks as established by Concrete Sidewalk District No. 4 and Concrete Sidewalk District No. 5, shall on or before the 1st day of Octo ber, 1921, lay down, in accordance with plans and specifications on file in the office of the City Clerk of said Carson City, and shall thereafter keep in good repair, a good and substantial concrete sidewalk abutting their said property in said district or districts; provided. however, that nothing herein contained shall be so construed as to compel any said property owner to expend for any j said sidewalk any sum of money in ex- j cess of thirty (30) per cent of the as- j sessed value of such property, as the same shall appear from the last annual assessment roll thereof made for state and county taxation purposes ; and pro- vided further, that the owner of any property abutting any sidewalk within the above specihed district or districts, who already has a good and substantial concrete sidewalk abutting his, her or their property, and who shall keep the same in good repair, shall be deemed to have complied with the provisions of this section. Sec. 5. If any owner of any lot or lots, or any piece or parcel thereof, within the limits defined by this ordi nance, shall fail to lay down, or keep in good repair, a concrete sidewalk abut ting his, her or their property as in this ordinance provided for and within the time herein specified, the Board of Trustees of said Carson City may cause said concrete sidewalk to be laid in conformity with the provisions of this ordinance, or may cause the necessary repairs to be made thereto without delay, and the necessary ex penses of so doing shall be and become a lien upon the property upon which said sidewalk abuts, and the same shall be recovered by an action against said property and the owner or owners thereof, in any court of competent jur isdiction.
