r THE EXTRA SESSION President-elect Wilson hag made ♦ he announcement that the extraordi nary session of Congress will convene < n April 1.' While the date may lie considered significant, it may possi bly, but not probably, prove not to be an April fool joke. However, promises made off hand before election, by politicians anxious to strike a popular chord,are frequent ly violated when the men who made them, having been elected to office, take time to study the subject. The Democratic majority in Congress, having pledged their party to revise the tariff downward, and having de dared against the principle of protec tion, are now- confronted with the problem of making the people think ♦ hey have kept faith and at the same time reduce the tariff on only a few commodities. The further Dr. Wilson and the j Democratic leaders in Congress go in to the tariff question the more firinlv | will they be forced to believe that ' tuey cannot abolish the tariff on wool, sugar and iron products without | making a corresponding reduction in , the entire list. The tariff is an intri j cate question, and no one commodity : may be selected for the slaughter, for 1 the renson that Congressmen repre- ' senting that particular industry will not allow it. Members of Congress, in this re spect, are in the position of people who live in glass houses. As a matter of self-protection, the latter class are compelled to be extremely cautious about throwing stones. Likewise, the delegations from the different states, while they w-ould personally favor re moving the tariff from everything ex cept what their particular state pro duces, are not able to accomplish that end for the reason that the delegates from all the other states will not tol erate any such arrangement. The result of the extra session will probably be that Congress will swelter through the hot weather, at a tremen dous expense to the taxpayers, and fi nally the conference committee of the two houses will compromise on a measure that will differ but slightly from the law now in force. o Took First Position. Mr. William Milligan Sloane, "Seth Low” professor of history at Colum bia university, in an interview with the London Daily Mail correspondent, said: "I understand that a certain Berlin correspondent of a New York newspaper received a cablegram from his editor which read, ‘Don’t send much war news; world’s baseball se ries now on!"’ Wanted—Woman. For a good many years now all civilized nations have had the census, in order to determine scientifically the approximate conditions of population at home and throughout the world. Some of the statistics relating to the porportions of the sexes in different parts are interesting. The total population of the world is estimated to be 1,700,000,000, and the proportion Is said to be 1,000 men and 990 women. The proportion varies considerably according to the region. In Europe there are, for each 1,000 men. 1.027 wo men; in Africa. 1.045; In America, 964; in Asia. 961; in Australia, 937. The maximum feminine population Is In Uganda, where there are 1,467 women to each 1,000 men, and the minimum in the gold countries of Alaska and in Malaysia, where there are found only 391 and 589 women, respectively to each 1.000 men.—Har pers' Weekly. To Freshen Air. To freshen the air of a sickroom, ground coffee should be sprinkled on a shovel or coal-scoop previously heated in the lire. A match should then be held to a small piece of camphor-gum, and when this is alight it should be placed in the center of the shovel. The burning coffee gives an aromatic aroma to the room, which is very re freshing. Application No. 2641. Notice of Application for Permission to Appropriate the Pubilc Waters of the State of Nevada. Notice is hereby given that on the 19th day of February, 1913, in accord ance with Section 25, Chapter XXXI, of the Statutes of 1909, John G. Tay lor and J. Sheehan of Lovelock an I Winnemucca, respectively, County of Humboldt, and State of Nevada, made application to the State Engineer of Nevada for permission to appropriate the public waters of the State of N'e vada. Such appropriation is to tie made from Humboldt river, at points in the NWV, of section 35, township 36 north, range 40 east, M. I). B. and M., bearing of dam to east quarte corner of section 32, township 36 north, range 40 east, M. D. B. and M., south SO degrees 48 minutes west, 11. 422 feet, by means of a dam, and 375 cubic feet per second is to be convey ed to points on XWVi of section 35, township 30 north, range 40 east, M. D. B. and M., over said dam into a t'ofe bay and wheel pit, which sai I lore bay and wheel pit constitute and are a part, of said diverting dam, by means of an open flume type turbine, anil there used for power purposes.
