Shively, made a speecn in the course of which he paid his j respects to the republican grafters m these plain and truthful words: "In exchange for the favors it has' received and expects to receive, it has for many years capitalized the republican organization, financed its campaigns, secured the election of its candidates and required them to stand pat after they were elected.
