In effect the Governor advises the s ate Legislature in an otherwisc 6 mirable annual me-—age that the S ate should utilize its power of a> - sment and taxation as a -ort of 1 hidgeon over the Southern Pacifi Railroad, with a view of compelling that corporation to establish termi nal points in the State of Nevada At the same time a propaganda along the same general lines has been launched from Retio and pres sure is being brought to bear iijion members of the Legislature for the passage of legislation. On the general proposition that terminal point- should lie established in Nevada and tiiat freight rates should be reduced to the terminuI ba-is there can be no serious di ■• ion of opinion among the people of Nevada; but the method of procedure recommended by the Governor does not impress us as being sound, and, frankly, we doubt that Governor Sparks him self would go to the limits indicated. His recommendation is hurtful to a righteous cause because k places the rate question on a ''war” basis whereas we fancy the entire matter could lie adjusted by peacetul meth od s. w ithotit the aid of “publicity bureaus” and the various forms of attack emanating from Reno. Before urging reprisals, under cover of the law, and stirring up unnecessary antagonisms, would it not have been better anil wiser, and more in accord with the spirit of fair play, if the Governor had recommended the creation of a com mission to discuss this matter with the railroad companies and ascer tain how far they were willing to go in the matter of terminal rates ? As far as we are informed no effort has ever been made on behalf of the State to ascertain the views and intention of these companies. A campaign of excessive tax ation. the wielding of a bludgeon I ; over the head of the despised Tail j road monopolists, sounds very well (in theory, and the Reno-Carson propaganda will cause the oil of joy (to ooze from the skin of statesmen : who assign all existent evils to the ! corporation'. But in practice the scheme either would not work. or. • if it did, the tax burden would de j feat its object by rendering it more j difficult for the railroads to shade down the rates. We do not imagine that there was any politics in the Governor’s recommendation and the ‘‘publicity 'bureaus," of course, are acting in good faith, with incidental leanings : toward Reno and the development of lhat prosperous town as a termi nal point: the mistake mace, in our judgment, is in declaring war when the rules of peace and orderly ne gotiation might suffice. The quickest, most effective way ’ to reach a solution of the Southern Pacific rate problem, we lielieve, would ;« the adoption by both 1 branches of the Legi-i Hire of a joint resolution, couched in plain but courteous language, setting forth the needs of the people, and reo nesting the Governor of Nevada to communicate the same to Edward H. Harriman. That would place the matter precisely where it belongs in respect to the Southern Pacific, and with t .vo such business men h i:, ding the proposition a settle men. should be reached. To our notion something of the sort should be done at once. Noth ing m lie gained by dickering with Mr. Harriman's clerks or legal rep resentatives and it would not accord with the dignity of this State for its Go-, -rnor to open negotiations with -ur ,derails. But with a menage from the Legislature for Mr. Har riman tlic Governor could consist Iv i nvey the same to that geutie man and apprise him. in course of the correspondence, of what is ex pected of his railroad. Then, if ! the responsible head of the system should decline to accede to Nevada's petition, it will be time to discuss other methods. But by all means let us issue an ultimatum, in due form, before declaring war.
