The Laborer is Worthy of His Hire.— We regret to see that Mr, Scott of Alameda has introduced a bill in the Legislature re quiring legal advertisements to be given for one year to the paper in each county making the lowest bid. The effect of this proposition, if adopted, would, without doubt, be to give the public printing to the shabbiest sheet in each county, to those having the smallest cir eolation, and at such price as would render the contract a burden to a good printer able to properly fulfil his obligations.
