The Assembly never before did wit'iout a Chaplain, and there is a strong dis position to reconsider tho hasty action taken. If economy is to be practiced, it should be done all round and some of the Clerks dis pensed with who wander about tho halls do ing nothing at $' a day. If there is to bo retrenchment, lot it bo wherever there is a clianco for it. THE ASYLUM JOB. As has been usual in times gone by, the lobbyists of the Stockton Insane Asylnm are in Carson endeavoring to eecuH the contract for tho Stockton institution of caring for tho insane of Nevada for another term. The money which has been paid Messrs. Langdon & Clark by the State would have erected a well proportioned asylum in which our insane could be cared for at home. There are many serious ob jections to tho proposition of sending the insane of Nevada abroad. The parties hav ing the treatment of the patients in charge ara paid so much per diem for every per son whom they treat. It is not in the in terest of their pockets to effect rapid cures, and the friends of the patients in Nevada cannot visit them at convenient intervals. There must be considerable profit in the contract which the managers of the Stock ton asylnm labor so assidiously each year to secure, and there is no reason whytho State should not begin to saye the heavy additional expense consequent upon sending patients to so remote a place as Stockton. The principal objection which has so far been raised against a home asylnm is its cost. The plans submitted have been on a scale hardly compatable with tho present state of the treasury, and this reason is constantly nrged against any change. "While tho plan of erecting $400,000 building will not be favorably re ceived by the tax payers, the erection of a suitable building at a reasonable cost will meet with general approval. Senator Powning has begun a good work by the introduction of a bill to reduco the number of Legislative attaches and regu late their pay. There ii no branch of the Stato pcitico which is moro iu need of regulating than this, and any move in tho direction of this much needed reform will bo well received by tho tax payers of Ne vada. In inauy cases tlio offices aro not given bocanso of the competency of tho recipient, but as a reward for eomo work in c campaign i which merits anything but recognition. The bill reduces tho salary of tho Secretary of tho fc-enato from $10 to $8 cr day; that of tho Assistant Secretary from $10 to $7; that of tho Sergeant-at-Arm3 from $10 to S, and tho Assistant Kfr(yeant-at-Arm3 from SS to $5: that of rJ-'ci the Minuto and Journal Clerks from 9 to $7. Engrossing and Enrolling Clerks aro done away with. They are now paid $D per day. Tho various committees are em powered to have tho writing done at 10 and 15 cents per folio. Ono copying clerkship abolished in each House a saving of $18 per day and tho salary of thoso remaining reduced to $6 per day. The salary cf the Chief Committee Chirk is cut down from $G to $r, and one Conimitteo Clerk in each House dropped, and tho pr.lary of the rest reduced to $r. The Porter's ray is cut down from $3 to aud tho Messengers' from $i to 3. If this bill becomes a law, it will, at the next session, result in a sav ing of about $7,400. This is certainly an item of expenso well worth saving, and thero is no doubt that the bill will be come a law.
