The usual Congressional ass has
put in an appearance Repreienta
tive Crumpacker, of Indiaaa, has
brought forth a measure to cut down
the quota of Sonthern Congressmen.
In other werds, to benefit the Re
publican party Representative Crum
packer has evolved the brilliant
scheme of depriving the Southern
negroes of representation in Congress.
The excuse given by Mr. Crutn
packet for this is that many ol the
negroes cannwt comply with State re
quirements regarding voters.
The negroes were deliberately en
franchised by the Republican party
for the purpose of outvoting the Dem
ocrats in the South and to let.iin Re
publican power in the Souih.
Are the negroes mere ignorant now
than in 1866? Why does not the
brilliant Mr. Crump icker come fcr-
