Chairman of V.ie Mv.n c:!al Finance Committe. to-day gave the following statement to the Associ ated Press: "The Demands upon the Finance Committe are very great and we do not see how we can meet them if the present conditions continue. There is no money in the community in circu- lation. The banks are closed because they dare not open their heated vaults, and when they do open them they will probably pay out slowly, as they real ize upon ther assets. They expect next week to cash the checks of well known customers to the extent of $500 each. That measure will help in small degree the resumption of business. There is a sufficient food supply in sight for the present. But the great problem before us is how to provide for the absolutely destitute,- for the sick, the old, the children and all other dependent arsons. $1000 a Day for Hospitals "The means of support of the hos- pitals, orphanages, religious and char itable associations of all kinds are ab solutely cut off. The local Red Cross estimates that 51000 per day ia neces sary for the hospitals. To set thesa Institutions on their feet will be the work of years because the local peo- pie are unequal to the task of support- ing such institutions and at the same time meeting the demands of their own household and business and th- necessary rebuilding of stores and homes and ordinary taxations for pub lic purposes. President Roosevelt has called ou the war and navy department to re- port the names of the officers and en- listed men of the marine corps anl army who displayed special gallantry in checking the San Francisco fire by the use of dynamite with a view to reward and recommendation. Now, with the best will in the world, there is not sufficient money in San Francesco to do this, and we must look for it elsewhere. If we have to borrow it through the ordi nary banking channels we will have to pay 4, 5 and perhaps 6 per cent, which, added to the increased taxation we will undoubtedly have to bear, will be a burden too great for us to carry. It is the idea, therefore, to frame leg islation, which Congressman Kahn will be asked to present to Congress, requesting that the United States guar antee our bonds. With ths guarantee we will be able to go into the finan- cial markets of the world and borrow at 2 or 2 per cent the 5200,000,000 we need. These bonds should run for not less than fifty years. The pro ceeds of their sale would be loaned on the security of the realty and the new construction; in other words, they would constitute a mortgage on the best portion of the new cty. "Such legislation would not be alto gether new in the history of Congress It would be a repetition, with some unessential differences, of the meas ures that enable the building of the Central Pacific and the Union Pacific, or of the more recent measure passed in order to enable the building of the old system of the railways in the Philippines.
