Mr. Birch introduced a j ant resolution in structing the Attorney General to take pro co dings to have the pnvihgen, rights, fran chises, etc., forfeited of the Mexican Gulf ! 4 gi .Ship island Canal Company. Laid over. Mr. Brewster introduced an act asking the Louisiana delegation in Congress to have an act appropriating the cotton tax of Alissis sippi, Louisiana and Arkansas to the con struction ol levees. Referred to the Commit tje on Judiciary. Mr. Brewster introduced a joint resolution instructing the Louisiana delegation in Con-1 irr-ss to have an act passed giving a pension b " - - - • 1 to the veterans, their widows and minor or phans in Louisiana of the Mexican war. Re lerrod to same committee. Mr. Whitney gave notice of a bill to fix the salaries of the Mayor and A Imiuistrators of I New Orleans. The ll'ection bill, with several others, were reported by the Clerk of the House. A resolution was introduced by Mr. Gla to appoint a committee ot three to ascertain how lands came to be issued to the Mexican Gulf Ship Canal Company. Laid over. Mr. Massicot called up his bill empower ing the police juries to enact ordinances for the protection of game. A great deal ot discussion ensued upon this point, aud Attain ottered an amendment that shrimps, crawfish aud sardines be excluded from the provisions ot this act. Oa a motion to adopt the amendment exec utive session was called. Executive session being raised Mr. Robert son called up the Election bill and asked that it be ordered printed. So ordered. The same gentleman called up House bill No. 11, in relation to publio printing in New Orleans. „ Ordered printed. Mr. Robertson again called up Honse bill No. 12, An act to regulate judicial sales and the manner of proceding thereat, etc. Or dered printed. On motion, the Senate adjourned until 12 o'clock to-day. The Hause. The House was called to order at 12:10 o'clock by Speaker Estilelte, 90 members. A quorum present. Mr. E Ailette c tiled the attention of the members oi the Honse to tlieir duties, and appeuled to them not to take advantage ol parliamentary rules to retard the proceedings of the H iuse, and in conclusion ho said that he would not allow any more dilatory mo te ns, and-at the same time instructed the fSergecut-at-Arms to be ia attendance to aid toe Chair in maintaining order. A resolution declaring re-elected the pres ent employees of ihe House, clerks, Sergeant ut-Arins, etc., introduced by Mr. Kidd, was adopted. A resolution introduced by Mr. Grant in structing the Committee on Charitable Affairs to visit Uie public ins itutions and report was, on motion ol' Air. Sibilski, laid on the table. The resolution providing that committees be allowed only their actual traveling ex penses was called up, and was, on motion ot Mr. Blaffer, referred to the Commi tee on Ways aud Means, which committee was in sirncted to report by bill or otherwise. The Secretary of the Senate was admitted and submitted, among other bills, the appor lionment bill. A resolution, introduced by Air. Mathews, requiring that oommittees report by writing, was adopted. Tho Committee on Appropristious was in structed by resolution of Mr. Bower to re port tbe positions and salaries of officials not provided for by the Constitution, with a view of reducing expenses by abolishing unneces sary offices. St. on The following resolution, introduced by Mr. Hahn, was adopted : Whereas, there are many complaints in this community as to the irregular, illegal and un just manner in which warrants drawn on the State Treasury are paid by the State Treasurer, and the unfair discrimination which he dis plays between the holders of State warrants; Be it resolved , That a committee of three members of this House be appointed to in vestigate this matter, and to ascertain all par ticulars thereof, and especially wlist brokers or persons are unjustly preferred in their business with tho S ate Treasurer; that said committee have power tosend lor persons and papers, aud to use compulsory process, and that they be directed to make a report as soon as possible. Tue Senate Apportionment bill was called up by Mr. Kea'iug, and after considerable discussion, was made the special order of the day immediately alter tha reading of the Journal to-day. An act, introduced by Mr. Elliott for the ro lief of the Seventh S.reet Orphan Asylum, was referred. An act to authorize the city of Baton Rouge to levy a lieeuse tax on trades aul callings, reported as a substitute by the Committee on Judiciary, was put through its several read ings and finally passed. A number of bills of no importance were introduced and properly disposed of. An act fixing the salaries of the Mayor aud each Administrator ol New Orleans wiis intro duced by Mr. Mathews, and was referred to the Committee on City Affairs. An act, introduced by Mr. Wiltz, repealing an act providing for the seizure and sale of property for uxes, was referred to the Com znittee on Judiciary. Tho joint resolution asking Congress for an appropriation for the levees of the State was reported enrolled by the Committee on En rollment. An act repealing the act creating the Small pox Hospital was reported npou favorably by the Committee on City Affaira The same oommittee reported favorably on an act organizing a police force for the city of New Orleans. The Committee on Pnblio Printing, through their chairman, Mr. Huntnoud, reported ta vorably with amendments, an aot relative to judicial advertisements. An act imposing a license on all insnranoe companies not incorporated in this State was introduced by Mr. Dupre, and was referred. The following was called up by Mr. Walker: "An act to repeal an aot entitled 'An Aot relative to Public Printing,' approved 24'b J uly, ISOS, and to rep- al an act entitled ' An Act relative to Judicial and Legal Advertise ment?,' numbered 94 of the acts of 1870, and to repeal sections 2986, 2987, 2988, 2989, 2990, 29:11, 2992, 2993, 2994 2995, 299G, 2997, 2998, 2939, and sectiou 3000 of the ltivised Statutes ol tii > State of Lonisiana, and to regulate aud define the rates and prices of the publio print i ■■», and to prescribe the manner in which tbo .-«mo shall be done." ihe motion was made by Mr. Walker to f y mss the bill, and this motion prevailed i - C..11 of the yeas and nays, by a vote oi ( 9 yeas to 21 nays. The indefinite postponement of the bill was moved by Mr Hahn, after a few re mark", an I this motion was loot by a vote of 59 nays to 25 yeas. There was a great deal of filibustering and considerable debate, and the rules were eus pended to consider the bill engrossed. The following important order was signed by tho Postmaster General yesterday, and will be issued by circular to all Postmasters to-morrow Pout Office Department, Washington, May 8, 1875. The treaty concerning the formation of a Gen oral Postal Union, concluded at Berne, Oct. 9, 1874, between tho United States of America, Gcr many, Anslro-Hungary, Belgium, Denmark, Egypt, Spain, France, Great Britain, Greece, Italy, Luxemburg, Norway the Netherlands, Portugal, Roumauia, Russia, Servi a, Sweden, Switzerland and Turkey having been duly ratified by the Uuited States on the 8th of March, 1875, and the ratifications thereof by the several contracting States having boeu duly exchanged at Berne, Switzerland, on the 3d of May, 1875, it is hereby ordered that the unifirm rates of postage to be levied and col lected in the United States on correspondence to and from the whole oxtent of the Postal Union embracing the above named countries, without distinction, shall bo as follows: A. For prepaid letters, 10 conts per 15 grammes. B. For unpaid etters, 10 cents per 15 grammes. C. For postal cards, 2 cents each. D. For newspapers, if not over 4 oun weight, 2 cents each. E. For other printed matter, samples of mer chandise, and all articles, other than newspapers, enumerated in article 4 of tho treaty, 2 cents per each weight of 2 ounces or fraction thereof. F. For the registration fee on all correspond ence, 8 cents. G. No foe will be charged for a return receipt in cases where a receipt from the addressee is requested. H. No additional tax will be collected in the United States on the correspondence forwarded within the Union by sea on routes of more than 300 nautical miles in length. I. As regards the amounts to be paid for the territorial transit according to article 10 of the treaty, the United States claims for herself, whenever the right of transit guaranteed by that article is exercised, (oven as regards her transit lines of over 750 kilometres, and excepting only her great overlaud railway lines between the Atlantic and Pacific ocoans, expressly reserved as continuing to form the object of special ar rangements with the post offices interested) the minimum rate ot 2 francs per kilogramme of letters, and 25 centimes per kilogramme of print ed matter, >etc., and is ready by increasing the transit rates, as permitted, 'to 4 francs aud 50 ceil tinea respectively, to meet the wishes of those Departments ot the Union which make the same declaration iu regard to the United States transit correspondence. K. The freedom of transit of correspondence in closed mails, reciprocally granted in the exist ing Postal Convention between the Un' f 5d States and Switzerland, will be maintained. L. The Union rates of postage hereinbefore praacribed will be levied and collected on and after July 1,1875, on the correspondence to and from all the contracting States except France, aud on and after January 1, 1S75, on the corre spoadence to and from France.
