THE WEEK'S WOEK IN LEGISLATION.
The calendar of the Louisiana House ot
Représentatives includes bills iu various
stages, numbering - about five hundred and
twenty or thirty. No calendar has been
minted, and without investigation, for which
wt have no spare time, we could not attempt

KeDogg relieves property from the drainage
tax for a term of years, the holders of prop
erty sabjeot to this tax wilt be under great ob
ligations to the vigilant, active, resolute and

The House has not acted upon the Senate's,
bill ndao ng the exoessive emoluments of the
Civil Sheriff of the parish ; 0f Orleans, nor has
any bill of the House been pissed for that
purpose. The retioence of tbe House is na
torally c6nstrued by the Radicals as a resolve
that the aalaries of Democratic oflbiaL will
not be reduced by oonaent of Democrats.
And the result, as long aines foreseen, is a re
solve of the Radioals to reduoe no salaries or
Am* of offioes of which Radioals are incom
bent*.
With .this, and a few other less important
eyeeptions, the bills of the House looking to,
reforms bave been passed and sent to the
flam* for the eoncarrenoe which few expect.
The House, apeaking generally, miy be
■aid to have dona, with the above mentioned
exceptions, all that it oould do in the direc
tion of reform. With a Senate of similar
spirit and temper and without Executive oppo
sition, all the reform measures matured injhe
House would have become laws. It is due to
the House to say that the action of represen
tatives was* necessarily modified by the fact
that tfce bills of the House were oblige! to
go before an unfriendly tribunal. The mam
ben of the House who hive advocated bills
which aught to pass have labored
under lhe> serious drawback of the
knowledge a 'Lhat their action was to go
before an unfriendly, partial and inimical tri
bunal. The result is that they were anxious
iouB modify their aotion that it might be
uCsetive, and to so shape their bills as to be
'no little objeotionable as possible, while.ac
uouspliahing the purpose in view. We regret
that so little has „been done. Wd can not say
'that the Radioal Senate would have done

Bbainb and°Muscle —Rev. C. H. Fowler,
D. D., of Chicago, one of the most eloquent
preaohers and eminent logicians of the Ameri
nan pulpit, arrived in the city yesterday, and
will preaota to-day at li A. M. and at 7 P. M ,
at Amos Methodist Church, corner of St.
Charles and Calliope.
Tb-motrow night Dr. Fowler will lecture at
the same place on "Brains and Muscle."
This lecture hi* beep pronounced by the able
eritios a masterpiece of H>gio and eloquence.
Dr. Fowler was one of Hhe Fraternal dele
gator to the Southern Methodist General
Conference, which met at Louisville last sum
mer. His address was prououaoed by the
press a triumph in its powerful contributions
of Mstattani (pots, clear-cut arguments anl
splendid rhetoric.

ORDER OF FORMING.
Tbe Fire Department of New Orleans, with those
invited -ro assist in the cel-brat inn cf tbe Thirty
ninth Anniversary, will assemble on
SATURDAY, MARCH 4, 1876,
in the following order :

Sr. Bernard Steam Fire Engine Company No. 1.
Pelican Steam Engine Company No. 1 oi Algiers.
Brooklyn Engine Company No. 2 of Algiers.
Washington Hook and Ladder Co. No. lof Algiers.
Milurburg Engine Company No. 1 of New Orleans.

The above companies will constitute the First
Division, which will form on the south side of Canal
street, bead resting on Camp street, extending oast,

to First, cp First to Magazine, down Magazine to
Race or Robin, np Race or Robin to Annunciation,
down Annunciation to Cailiore, down Calliope to
Magazine, down Magazine to Jnlia, down Julia to St
Charles, down St. Charles to Canal, across Canal to
Chartres, down Chartres to Esplanade, to Levee,
down Levee to Mandevillc, up Mandeville to Casa
calvo, np Casacalvo to Esplanade, np Espla ade to
Royal, up Royal to Canal, where the procession will
be dismissed.
The Chief Engineer and Assistants will he sta'
tioned at the Fountain, corner of Camp and Canal
streets. As the companies anive upon the gronnd
they will promptly report, through their Marshals, to
the Assistant Engineers, who wi 1 indicate their
position. As soon as the Assistant Engineers have
formed their respective oivisious, they will report, to
the Chief Engineer, which being done, the Chief
and .Assistants will report in a body to the Grand
Marshal.
. The formation being complete, the Chief Engineer
will direct twelve taps to be struck npon ail the bells
connected with the Fire Alarm Telegraph, as a signal
that the process.on has moved.
The Marsha's and Foremen of the various com
panics are notified to be punctually on the ground,
as the procession wilt positively move at It o'clock.
Whenever a break occurs in the procession the
Marshal of the company at ihe point where the break
has taken place w 11 at once communicate the fact to
the Marshal preceding him, who in like manner will
pass on the intelligence to the Grand Maishal. As
soon as the line is again .closed the fact will he at
once dispatched in the same manner to the liead of
the procession.
The Aids to the Grand Marshal will report to him
promptly at 10 A. M., at the comer of Canal and
Tchoupitoulas streo s.
In the event that the weather prevents the proces
sion from takiDg place, it wi 1 be indicated by fitteen
taps on the Fire Alarm bells, repeated three times.
The procession will then stand postponed.
Whenever the procession is halted along the line
of inarch the companies are requested to avoid the
railroad track as mach as possible, so as not to inter
rupt the running of the cars.
