Late Northern Intelligence.
The New Herald of the 6th, says
that a powerful conspiracy exists in
Congress to oppose Lincoln and break
up the Union. It says it is very
evident that the European powers are
resolved to break up the blockade.
A dispatch from Washington, on
the 7th says it is considered doubtful
whether the legal tender clause of the
treasury note bill will pass the Sen
ate. Senator Simmons will introduce
his project for the establishment of a
national bank, a savings bank and
a fiscal agency.
The lower House of the Kansas
Legislature, by a vote of sixty against
seven :passed a resolution requesting
the. resident to appoint Lane a ma
jor-general and give him the com
mand of the southern expedition.
T'pe Leavenworth Conservative
has made an exposure of the recent
bill in regard to the Kansas bonds
to the department of the interior, by
which the State has been swindled
to a large amount probably $10,
000.
A dispatch to the St. Louis Re
publican states that there is the
highest authority for saying that
there is no truth in the report that
the recent rebel flag of truce brought
to headquarters here a communica
tion threatening the lives of the hos
tage, Col. Corcoran and others in the
event of the excution of the Missouri
bridge burners. There is in the com
rmunication no allusion whatever to
that subject.
It is stated that a Confederate spy
was captured, recently by a company
of general McDowell's division-in the
hollow of and old tree where he had
been secreted for several days. He
was fully supplied with provisions.
He refused to give his name or busi
ness.
Several of the congresionnalfriends
of Gen. Fremont, including lpmin
ent members of the committee on the
conduct of the war, are understood to
have prefarred an urgent request to
the President to have. thie general
assigned to a new command.

Mayor Opdyke, of New York,
writes that unless the floating debt
is promptly paid it will be difficult to
obtain supplies for the army at any
price. The floating debt of the Fed
eral government is $120,000,000, and
increasing a million or two a day.
A Patriotic Propdsitioa.-Mr. J.
M. Holbrook, of Atlanta, writes a let
ter to the Southern Confederacy,
making the following libqral proposi
tion:
I propose to join every citizen of
Georgia worth $810,000 or over. to
give $500 to- arm and equip volun
teers, or to be Rused as a bountyto
those who enlist for servicet the com
ing spring, or to support, the fami
lies of oldiers where reemd.. If my
